According to subitems 5 - the 7th Item 8 of the Section II "Final and transitional provisions" of the Law of Ukraine "About modification of some legal acts of Ukraine, the additional social and economic guarantees aimed at providing in connection with spread of koronavirusny disease (" and to articles 5 and 13 of the Law of Ukraine "About the prices and pricing" the Cabinet of Ministers of Ukraine decides COVID-19):

1. Approve such which are applied:

the inventory which have the essential social importance;

the inventory of anti-epidemic appointment, necessary for prevention of spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus;

Procedure for declaring of change of retail prices on goods which have the essential social importance, and the goods of anti-epidemic appointment necessary for prevention of spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

2. Enter state regulation of the prices by declaring of change of retail prices for the goods specified in paragraphs second and third Item 1 of this resolution.

3. This resolution becomes effective in ten days from the date of its publication and is effective before the end of the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

Procedure for declaring of change of retail prices on goods which have the essential social importance, and the goods of anti-epidemic appointment necessary for prevention of spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

1. This Procedure determines the mechanism of declaring of change of retail prices on goods which have the essential social importance, and the goods of anti-epidemic appointment necessary for prevention of spread of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus lists of which are approved by the resolution of the Cabinet of Ministers of Ukraine of April 22, 2020 No. 341 "About measures for price stabilization on goods which have the essential social importance, goods of anti-epidemic appointment" (further - goods).

2. Change of retail prices (including tax on value added) on each separate type of goods, irrespective of type of its packaging is subject to declaring (except goods which type of packaging is determined in the inventory which have the essential social importance, No. approved by the resolution of the Cabinet of Ministers of Ukraine of April 22, 2020 341), the weight (amount) of commodity unit, dosage, form of release and any other signs.

In case of establishment by the subject of retail trade of the identical price of the same goods in all or several objects (organizations) of retail trade which belong to it declaring of change of retail prices can be performed on all / to several objects (organizations) of retail trade in general or on each object (organization) of trade separately.

3. Declaring of change of retail prices on goods is performed by the subject of managing concerning object (institution) of retail trade in case of increase in retail price at goods which are implemented by such object (organization), in comparison with retail price on the date of entry into force of the resolution of the Cabinet of Ministers of Ukraine of April 22, 2020 No. 341 or with previously declared retail price (except cases of increase in the price owing to the termination of effective period of discount or reduction of the price):

for 15 percent and more - in 30 days prior to use of retail price which is declared, without day of declaring;

for 10 percent and more, but less than 15 percent - in 14 days prior to use of retail price which is declared, without day of declaring;

for 5 percent and more, but less than 10 percent, - three days before the beginning of use of retail price which is declared, without day of declaring.

4. Declaring of change of retail prices on goods is performed in electronic form by submission of data, the stipulated in Item 5 presents About, in Gosprodpotrebsluzhbu through its official website with use of the qualified digital signature.

5. For declaring of change of retail price on goods the subject of managing submits to Gosprodpotrebsluzhbu data relatively:

full name of the legal entity;

identification code of the legal entity according to the Unified State Register of Legal Entities, physical persons entrepreneurs and public forming;

surnames, name, middle name (in the presence) physical person entrepreneur;

registration number of accounting card of the taxpayer or series (in the presence) and/or passport numbers (for physical persons entrepreneurs who because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and officially reported about it to the relevant monitoring body and have mark in the passport);

locations of object (institution) of retail trade and its name;

phone numbers and e-mail addresses for communication with the subject of managing;

description of goods and its producer;

quantities (amount) and units of measure of goods;

the current retail price on goods and the prices which is declared.

6. The data specified in Item 5 of this Procedure automatically are entered in the Register of retail prices on goods which is kept in electronic form by Gosprodpotrebsluzhboy.

7. Entering of data into the Register of retail prices on goods is performed free of charge.

8. The Gosprodpotrebsluzhba posts the Register of retail prices on goods on the official website, provides open, round-the-clock and free entry to its data with use of the Internet (except data on phone number, the e-mail address for communication with the subject of managing).
