About approval of Rules of implementation of special payments to the citizens who accepted on the accompanied or temporary residence (under temporary guardianship) disabled people, aged citizens, orphan children and children without parental support

For the purpose of ensuring social protection of citizens taking into account introduction of rationing arrangements in connection with spread of new koronavirusny infection the Government of the Russian Federation decides:

1. Approve the enclosed Rules of implementation of special payments to the citizens who accepted on the accompanied or temporary residence (under temporary guardianship) disabled people, aged citizens, orphan children and children without parental support.

2. Make from April 1 till June 30, 2020 special payments in the amount of 12130 rubles monthly:

a) to the employees of the state and non-state organizations who accepted on the accompanied accommodation of disabled people and aged citizens from the stationary organizations of social servicing, stationary departments created not in the stationary organizations of social servicing (further - the organization of social servicing), took on temporary residence (including under temporary guardianship) disabled people, aged citizens, orphan children, children without parental support, from the organizations of social servicing, the organizations for orphan children and children without parental support;

b) to volunteers and other citizens of the Russian Federation who took on temporary residence (including under temporary guardianship) disabled people, aged citizens, orphan children, children without parental support, from the organizations of social servicing, the organizations for orphan children and children without parental support.

3. Determine that:

a) the receivers of special payments specified in Item 2 of this resolution having the right to address for purpose of special payments till October 1, 2020;

b) when calculating the average per capita income of family (the living alone citizen) of receivers of special payments in case of purpose of measures of social support special payment is not considered as a part of such income.

Rules of implementation of special payments to the citizens who accepted on the accompanied or temporary residence (under temporary guardianship) disabled people, aged citizens, orphan children and children without parental support

1. These rules establish procedure and conditions of implementation of special payments to the employees of the state and non-state organizations who accepted during the period from April 1 to June 30, 2020 on the accompanied accommodation of disabled people and aged citizens from the stationary organizations of social servicing, stationary departments created not in the stationary organizations of social servicing (further - the organization of social servicing), and also to employees of the state and non-state organizations, volunteers and other citizens of the Russian Federation who took in the period from April 1 to June 30, 2020 on temporary residence (including under temporary guardianship) disabled people, aged citizens, orphan children, children without parental support, from the organizations of social servicing, the organizations for orphan children and children without parental support (further - special payment).

2. Special payment is performed to the following categories of citizens of the Russian Federation:

a) to the employees of the state and non-state organizations who accepted on the accompanied accommodation of disabled people and aged citizens from the organizations of social servicing, took on temporary residence (including under temporary guardianship) disabled people, aged citizens, orphan children, children without parental support, from the organizations of social servicing, the organizations for orphan children and children without parental support;

b) to volunteers and other citizens of the Russian Federation who took on temporary residence (including under temporary guardianship) disabled people, aged citizens, orphan children, children without parental support, from the organizations of social servicing, the organizations for orphan children and children without parental support.

3. For receipt of special payment the citizens of the Russian Federation specified in Item 2 of the these rules (further - applicants) having the right to address to territorial authority of the Pension Fund of the Russian Federation at the place of residence, the place of stay or actual accommodation with the statement for provision of special payment (further - the statement) at any time till October 1, 2020, but not earlier than emergence of the right to special payment.

4. The application can be directed in electronic form with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" or is submitted to territorial authority of the Pension Fund of the Russian Federation, the multipurpose center of provision of the state and municipal services.

5. The application is submitted with presentation of the following documents (their copies certified of the procedure established by the legislation of the Russian Federation):

a) identity document of the applicant;

b) identity documents and powers of the representative of the applicant, - in case of filing of application through the applicant's representative.

6. In case of consideration of the application the territorial authority of the Pension Fund of the Russian Federation performs verification of the data containing in submitted the statement and documents, based on the register of the citizens of the Russian Federation specified in Item 2 of these rules (further - the register).

The register is created and affirms the subject of the Russian Federation for the periods April - May, 2020, June, 2020.

7. The register is created with indication of on each applicant of the following data:

a) surname, name, middle name (in the presence), birth date, insurance number of the individual ledger account of the applicant;

b) surname, name, middle name (in the presence), birth date, the insurance number of the individual ledger account of the citizen (citizens) from among disabled people, aged citizens, orphan children, children without parental support whom the applicant accepted on the accompanied accommodation from the organizations of social servicing or took on temporary residence (including under temporary guardianship) from the organizations of social servicing, the organizations for orphan children and children without parental support;

c) the name of the organization of social servicing, the organization for orphan children and children without parental support;

d) the period of the accompanied accommodation and (or) temporary residence (including temporary guardianship) at the applicant of the citizens specified in the subitem "b" of this Item.

8. In case of availability of information about the applicant in the register for the periods specified in the paragraph the second Item 6 of these rules, the application is submitted by the applicant separately for every period.

9. Date of reception of an application date of its registration in territorial authority of the Pension Fund of the Russian Federation is considered.

10. Are specified in the statement:

a) the name of territorial authority of the Pension Fund of the Russian Federation in which the application is submitted;

b) surname, name, middle name (in the presence) the applicant according to the identity document, contact telephone number;

c) insurance number of the individual ledger account;

d) data on the identity document;

e) the data on account details opened on the applicant for transfer of special payment (the name of organization of bank, the bank identification code (BIC), the identification taxpayer number (ITN), reason code of registration (check point), number of correspondent account of the organization, surname, name, middle name (in the presence) the receiver, the account number opened on the applicant, purpose of payment);

e) data on responsibility for reliability of the provided data.

11. The data specified in Item 10 of these rules are confirmed by the signature of the applicant with putting down of date of filling of the statement.

12. The statement is subject to consideration by territorial authority of the Pension Fund of the Russian Federation in time, not exceeding 5 working days from registration date of the statement.

By results of consideration of the application the decision on satisfaction or refusal in allowance of the application is made.

In case of decision making about refusal in allowance of the application the territorial authority of the Pension Fund of the Russian Federation directs within one working day following behind day of decision making, the adequate notice to the applicant with indication of the refusal basis by the method allowing to confirm the fact and the date of receipt of the notification.

13. The bases for refusal in allowance of the application are:

a) lack of information about the applicant in the register;

b) submission of false information.

14. Transfer of special payment is performed by territorial authority of the Pension Fund of the Russian Federation in time, not exceeding 3 working days from decision date about allowance of the application, by non-cash transfer to the account of the applicant opened for them in credit institution in the territory of the Russian Federation according to the details specified in the statement.

15. Special payment in the amount of 12130 rubles is performed on each citizen specified in the subitem "b" of Item 7 of these rules, for every month during the period from April 1 to June 30, 2020 provided that the period of the accompanied accommodation and (or) temporary residence (including temporary guardianship) constitutes the specified citizen at the applicant within one month at least 7 calendar days.

16. Special payment is performed by lump sum payment for the every period specified in the paragraph the second Item 6 of these rules.
