Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of ensuring activities of the Ministry of Economics of the Azerbaijan Republic, I decide:

1. Approve "Regulations on the State Tax Administration under the Ministry of Economics of the Azerbaijan Republic" it (is applied).

2. Approve "Regulations on Public service on property questions under the Ministry of Economics of the Azerbaijan Republic" it (is applied).

3. Approve "Regulations on Public service of anti-monopoly and control of the consumer markets under the Ministry of Economics of the Azerbaijan Republic" it (is applied).

4. Determine that:

4.1. The State Tax Service under the Ministry of Economics of the Azerbaijan Republic, Public service on property questions under the Ministry of Economics of the Azerbaijan Republic, Public service of anti-monopoly and control of the consumer markets under the Ministry of Economics of the Azerbaijan Republic, provisions on which are approved by parts 1-3 presents of the Decree, are legal successors according to the Ministry of taxes of the Azerbaijan Republic, the State committee on property questions of the Azerbaijan Republic and the State antimonopoly policy and control agency in the consumer market of the Azerbaijan Republic, transfer their all rights and obligations, and also the property is passed to the above-stated relevant public services;

Before approval of new structure of the State Tax Administration under the Ministry of Economics of the Azerbaijan Republic, Public service on property questions under the Ministry of Economics of the Azerbaijan Republic, Public service of anti-monopoly and control of the consumer markets under the Ministry of Economics of the Azerbaijan Republic, provisions on which are approved by parts 1-3 presents of the Decree and the list of the subordinated organizations which are not entering into their structure, organizations entering into structure of the Ministry of taxes of the Azerbaijan Republic, the State committee on property questions of the Azerbaijan Republic and the State antimonopoly policy and control agency in the consumer market of the Azerbaijan Republic and the subordinated organizations which are not entering into their structure continue the activities and their structure, number of workers, official pay rates, wages system, the rights and obligations, connected with service remain invariable before execution of Items 9.1-9.4 of this Decree.

7. Cancel part 1 of the Presidential decree of the Azerbaijan Republic of April 28, 2016 No. 888 "About measures for enhancement of activities of Public service for the antimonopoly policy and consumer protection under the Ministry of Economics of the Azerbaijan Republic and modification of the Presidential decree of the Azerbaijan Republic of December 25, 2009 No. 203 "About ensuring activities of Public service for the antimonopoly policy and consumer protection under the Ministry of Economy and Industry of the Azerbaijan Republic" (Collection of the legislation of the Azerbaijan Republic, 2016, No. 4, Article 693; 2017, No. 1, Article 47; 2018, No. 4, Article 658).

8. Make the following changes to the "Provision on the Ministry of Economics of the Azerbaijan Republic" approved by the Presidential decree of the Azerbaijan Republic of December 30, 2019 No. 911 (Collection of the legislation of the Azerbaijan Republic, 2019, No. 12, Article 1954):

8.1. In Item 1.3 after the words "with the organizations" to add the word "and also with other legal entities and physical persons";

3.0.91-4. perform control measures over the goods which are not conforming to requirements of technical regulations in the consumer markets, provide withdrawal of the goods which are not conforming to requirements of technical regulations for the purpose of safety of consumers and record such goods through the relevant organization included in its structure;

8.6. add with subitem 5.5.3-1 of the following content:

"5.5.3-1. Approves regulations on structural divisions of the office of public services under the Ministry, organizations entering into their structure and charters of the subordinated organizations which are not entering into their structure (except for legal entities whose charters affirm the President of the Azerbaijan Republic and the Cabinet of Ministers of the Azerbaijan Republic);";

8.7. In subitem 5.5.4 "subitem" shall be replaced with words the word "subitems", and after figures "5.5.3" to add the word "and 5.5.3-1", and in this subitem after the word "subordinated" to add the word "and also subordinated to the organizations entering into its structure";

9.2. Prepare and provide to the President of the Azerbaijan Republic within two months of the offer on the total number of employees of the Ministry of Economics of the Azerbaijan Republic;
