1. Approve enclosed:

requirements to industrial technoparks and managing companies of industrial technoparks for the purpose of application of measures of stimulation of activities to them in the field of the industry;

Rules of confirmation of conformity of industrial technopark and managing company of industrial technopark to requirements to industrial technoparks and managing companies of industrial technoparks for the purpose of application of measures of stimulation of activities to them in the field of the industry.

2. Determine that carrying out confirmation of conformity of industrial technopark and managing company of industrial technopark to requirements to industrial technopark and managing company of industrial technopark is performed by the Ministry of Industry and Trade of the Russian Federation within the limiting Russian Federation established by the Government of the number of staff and budgetary appropriations provided to the Ministry in the federal budget on management and management in the field of the established functions.

Requirements to industrial technoparks and managing companies of industrial technoparks for the purpose of application of measures of stimulation of activities to them in the field of the industry

1. This document establishes requirements to industrial technoparks and managing companies of industrial technoparks for the purpose of application of the measures of stimulation of activities in the field of the industry established by the Federal Law "About Industrial Policy in the Russian Federation", other Federal Laws, regulatory legal acts of the President of the Russian Federation, regulatory legal acts of the Government of the Russian Federation to the managing company of industrial technopark and subjects of activities in the field of the industry using the objects of industrial infrastructure and technological infrastructure which are in structure of industrial technopark.

"agro-industrial technopark (agrobiotechnopark)" - the industrial technopark, objects of industrial and technological infrastructures of which are used by subjects of activities in the field of the industry of industrial production, including production, primary and (or) subsequent industrial conversion of agricultural products, raw materials and food and their realization, and also rendering services in servicing of agricultural production and conversion of agricultural products, and (or) scientific and technical activities, including scientific research and (or) experimental developments in the field of biotechnology, agricultural sciences, and (or) innovative activities, including selection of animals and (or) crops;

"the operating industrial technopark" - the industrial technopark having residents of industrial technopark, objects of industrial and technological infrastructures of which are put into operation and conform to requirements of Item 5 of this document;

"utility infrastructure" - set of the objects and engineering constructions intended for supply activity of goods and rendering services in spheres of electric utility service, gas supply and (or) heat supply, water supply, water disposal and communication to connection points (technological accession) to engineering utility power systems, gas supply and (or) heat supply, water supply, water disposal and communication of capital construction projects, providing activities of residents of industrial technopark and users of infrastructure of industrial technopark, and also the objects necessary for ensuring industrial safety of the hazardous production facilities operated by residents of industrial technopark according to the Federal Law "About Industrial Safety of Hazardous Production Facilities";

"the usable space of buildings, structures of industrial technopark" - the part of buildings, the structures located in the territory of industrial technopark intended for accommodation of residents and (or) potential residents of industrial technopark and also users of infrastructure of industrial technopark. The part of the square of buildings, structures of industrial technopark intended for placement of objects of utility and transport infrastructures of industrial technopark, and also for placement of rooms public, utility and technical rooms does not enter the usable space of buildings, structures of industrial technopark;

"the user of infrastructure of industrial technopark" - the legal entity or the individual entrepreneur who are not residents or potential residents of industrial technopark, performing activities in the territory of industrial technopark with use of objects of industrial and (or) technological infrastructures of industrial technopark for the purpose of ensuring activities of managing company of industrial technopark and (or) residents of industrial technopark;

"potential resident of industrial technopark" - the legal entity or the individual entrepreneur who signed the agreement of intent or the provisional agreement of lease and (or) purchase and sale providing obligation of managing company of industrial technopark with managing company of industrial technopark to provide to the legal entity or the individual entrepreneur the parcel of land, and (or) the building, and (or) structure, and (or) the part of the building and (or) structure located in the territory of industrial technopark, provided with objects of utility and transport infrastructures which list and characteristics are determined by the agreement of the parties, and intention or obligation of the legal entity or individual entrepreneur to place and conduct industrial production, and (or) agricultural industry (in case of agro-industrial technopark (agrobiotechnopark), and (or) scientific and technical activities and (or) innovative activities for the purpose of development of production of industrial, and (or) agricultural, and (or) biotechnological products and commercialization of the received scientific and technical results in the territory of the created industrial technopark after commissioning of objects of industrial and technological infrastructures of industrial technopark (further respectively - the agreement of intent, the provisional agreement);

"industrial infrastructure" - set of objects of utility and transport infrastructures of industrial technopark, the building, structure, the constructions located in the territory of industrial technopark necessary for implementation by residents of industrial technopark of industrial production, and (or) agricultural activities (in case of agro-industrial technopark (agrobiotechnopark), and (or) scientific and technical activities, and (or) innovative activities;

"resident of industrial technopark" - the legal entity or the individual entrepreneur who concluded with the managing company of industrial technopark or the organization attracted with managing company of industrial technopark on contractual basis, the lease agreement and (or) the purchase and sale agreement of objects of industrial and technological infrastructures of industrial technopark and (or) their parts and (or) parcels of land and (or) their parts which are part of the territory of industrial technopark for the purpose of conducting industrial production, and (or) agricultural industry (in case of agro-industrial technopark (agrobiotechnopark), and (or) scientific and technical activities, and (or) innovative activities (further - the agreement);

"the created industrial technopark" - the industrial technopark having potential residents of industrial technopark, objects of industrial and technological infrastructures of which are at stage of construction, upgrade and (or) reconstruction and conform to requirements of Item 3 of this document;

"creation and development of industrial technopark" - the activities for creation and development of industrial technopark performed in the form of the layout of the territory, architectural and construction designing, capital construction, reconstruction and (or) upgrade of objects of industrial and technological infrastructures of industrial technopark, and also acquisition and (or) upgrade of the equipment as a part of technological infrastructure of industrial technopark for the purpose of accommodation of residents and (or) potential residents of industrial technopark and ensuring their activities;

"the territory of industrial technopark" - set of the parcels of land which are at distance no more than 2 kilometers from each other (no more than 20 kilometers from each other in case of agro-industrial technopark (agrobiotechnopark) in which borders are placed and (or) are planned to place objects of industrial technopark. In case of availability as a part of the territory of ecotechnopark of the parcels of land intended for collection, and (or) accumulating, and (or) processing, and (or) utilization and (or) neutralization of waste removal of the parcels of land constituting the territory of ecotechnopark, more than on 2 kilometers from each other is allowed;

"technological infrastructure" - set of the real estate units and the equipment necessary for implementation of scientific and technical activities and (or) innovative activities by residents of industrial technopark;

"transport infrastructure" - set of the real estate units located in the territory of industrial technopark, including highways, artificial road constructions, railway tracks, infrastructure facilities of the seaports and infrastructure facilities of inland water transport intended for ensuring movement of vehicles of residents of industrial technopark and users of infrastructure of industrial technopark, and also the organizations providing objects of industrial technopark with electric utility service, gas supply and (or) heat supply, water supply, water disposal and communication for implementation of activities in the field of the industry and (or) agricultural industry;

"ecotechnopark" - the industrial technopark, objects of industrial and technological infrastructures of which are intended for implementation by subjects of activities in the field of the industry of industrial production, including implementation of activities for waste recycling, and (or) processing, and (or) neutralization of waste, and (or) to involvement of waste in economic circulation as secondary raw materials in case of production of industrial output and performance of works, and (or) scientific and technical activities, and (or) innovative activities for the purpose of development of industrial production of secondary raw materials and (or) industrial output from secondary raw materials and commercialization of the received scientific and technical results;
