About modification of some regulatory legal acts of the National Bank of Ukraine

According to Articles 7, of 15, "About the National Bank of Ukraine" and for the purpose of enhancement of order of registration by the National Bank of Ukraine of payment systems, settlement systems, members of payment service providers and operators of services of payment infrastructure the Board of the National Bank of Ukraine DECIDES: 56 Laws of Ukraine

1. Item 3 of the resolution of Board of the National Bank of Ukraine "About approval of the Regulations on order of registration of payment systems, members of payment service providers and operators of services of payment infrastructure" of February 4, 2014 No. 43, registered in the Ministry of Justice of Ukraine on March 5, 2014 for No. 348/25125 (with changes) to exclude.

2. Approve Changes in the Regulations on order of registration of payment systems, members of payment service providers and operators of services of payment infrastructure approved by the resolution of Board of the National Bank of Ukraine of February 04, 2014 No. 43, registered in the Ministry of Justice of Ukraine on March 05, 2014 for No. 348/25125 (with changes) (further - Changes) which are applied.

3. The National Bank of Ukraine considers the document packages provided by payment institutes of payment systems, members of payment service providers, operators of services of payment infrastructure about day of entry into force of this resolution, according to requirements and according to the procedure, determined by the Regulations on order of registration of payment systems, members of payment service providers and operators of services of payment infrastructure approved by the resolution of Board of the National Bank of Ukraine of February 4, 2014 No. 43, registered in the Ministry of Justice of Ukraine on March 5, 2014 for No. 348/25125 (with changes), without the changes made by this resolution.

4. Payment institutes of payment systems, members of payment service providers and operators of services of payment infrastructure who on the date of entry into force of this resolution approved with the National Bank of Ukraine documents, and data on whom are entered in the Register of payment systems, settlement systems, participants of these systems and operators of services of payment infrastructure, shall not submit the documents updated according to Changes to the National Bank of Ukraine.

5. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine Sergey Holod.

6. The resolution becomes effective from the date of, its official publication following behind day.

Changes in Regulations on order of registration of payment systems, members of payment service providers and operators of services of payment infrastructure

1. In the Section I:

Item 2 to state 1) in the following edition:

"2. Requirements of this provision about registration of participants - residents of payment systems which payment institutes are both residents, and nonresidents, extend to operators of mail service who obtained the license of National Bank for money transfer in national currency without opening of accounts.

Requirements of this provision do not extend to payment systems which payment institute is the National Bank, and also regarding registration of operators of services of payment infrastructure - to payment institutes of payment systems / participants of payment systems which perform functions of operators of services of payment infrastructure only for this payment system / participant of payment system.";

The paragraph the fourth Item 5 to exclude 2);

3) undressed after Item 5 to add with three new Items 6 - 8 following contents:

"6. Payment institutes of payment systems, members of payment service providers and operators of services of payment infrastructure have the right to give to National Bank:

1) electronic documents with the qualified digital signature of the authorized person;

2) documents on papers together with their copies in electronic form.

7. Documents on papers shall be stitched, numbered, signed the authorized person and not contain corrections or inaccuracies.

8.
