About approval of the international treaty and its realization

For the purpose of implementation of the international treaty I decide:

1. Approve the Agreement on loan ("The Emergency Response to COVID-19 in the Republic of Belarus" project) within the Program of strategic readiness and reaction concerning COVID-19 on the basis of multi-stage program approach between the Republic of Belarus and the International Bank for Reconstruction and Development signed on June 1, 2020 in Minsk (further - the Agreement).

2. Provide means of loan of the International Bank for Reconstruction and Development in the amount of 90 million euros (further - I will jam IBRD) GU "Republican Scientific and Practical Center of Medical Technologies, Informatizations, Managements and Economies of Health Care" (further - RNPTs MT) for implementation of actions on the emergency response to COVID-19 in the Republic of Belarus provided by the Agreement (further - actions).

3. Determine that:

3.1. RNPTS MT:

provides opening in JSC Belinvestbank of the special account in euro for transfer of means of loan of IBRD within implementation of actions (further - the special account). Features of functioning of the special account are determined in appendix 1;

acts as the organizer of purchases of goods (works, services) for implementation of actions according to the procedure and according to the requirements determined by the Agreement;

keeps financial accounting of economic activities according to the Agreement, constitutes the accounting and (or) financial reporting;

represents reports on use of means of loan of IBRD to the Ministry of Health, the International Bank for Reconstruction and Development;

provides monitoring of the course of implementation of actions, and also efficiency of use of means of loan of IBRD;

performs other actions on implementation of actions;

3.2. consultants, and also the foreign organizations attracted to implementation of actions based on the Agreement, having the right to perform the activities which are subject to licensing without receipt of special permissions (licenses);
