About additional measures for enhancement of the Procedure for rendering metrological services in the Republic of Uzbekistan
For the purpose of enhancement of regulatory framework of system for ensuring the uniformity of measurements, and also ensuring transparency when rendering metrological services in the Republic of Uzbekistan the Cabinet of Ministers decides:
1. Approve:
Rules of carrying out the state testing of measuring instruments according to appendix No. 1;
Rules of carrying out metrological certification of measuring instruments according to appendix No. 2;
Rules of carrying out checking of measuring instruments according to appendix No. 3;
Rules of carrying out metrological certification of means of testing according to appendix No. 4;
Rules of carrying out calibration of measuring instruments according to appendix No. 5.
2. To the Uzstandart agency together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
3. To impose control of execution of this resolution on Department concerning development of the industry and its key branches, and also cooperation bonds of the Cabinet of Ministers of the Republic of Uzbekistan and the CEO of the Uzstandart Agency D. N. Sattarov.

Appendix №1
to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 29, 2020 No. 528
1. These rules establish procedure for carrying out the state testing of measuring instruments, approvals like measuring instruments and entering of the approved type of measuring instruments into the State register of measuring instruments of the Republic of Uzbekistan.
2. Requirements of these rules are obligatory for all physical persons and legal entities applying measuring instruments in the field of distribution of the state metrological control and supervision.
The measuring instruments applied in the following spheres are subject to the state testing with the subsequent approval of their type:
health cares, veterinary science, environmental protection;
accounting of material values and fuel and energy resources;
tax, customs, trade and commercial, post and telecommunication;
storages, transportations and destructions of toxic, flammable, explosive and radioactive materials;
productions, sales of products and rendering services of public catering;
protection of the population and the territories against emergency situations of natural and technogenic nature, ensuring fire safety, safety of people on water objects;
ensuring industrial safety;
ensuring defense of the state;
safety of work and traffic safety of transport;
determinations of safety and quality of certified production;
implementation of geodetic, cartographic and hydrometeorological works;
carrying out the state testing, checkings, calibrations, repair and metrological certification of measuring instruments;
mining;
holding official sports competitions;
implementation of assessment works of compliance of products and services.
3. In these rules the following basic concepts are applied:
the applicant - the physical person or legal entity interested in carrying out the state testing of measuring instruments;
the contractor - accredited body of the public metrological service headed by the Uzbek technical regulation agency;
measuring instrument type - the generalized determination appropriated to set of the measuring instruments of the same appointment based on the same principle of action, having identical design and made according to the same technical documentation;
measuring instrument sample - specific copy of measuring instrument which with certain restrictions in every respect corresponds to this type;
the state testing of measuring instruments - the assessment procedure of compliance which is carried out on one or several samples of measuring instruments of this type, and issues of the valuation report of compliance with the subsequent approval like measuring instruments;
the program of testing of measuring instruments - the document establishing amount, types and the sequence of works on carrying out the state testing of measuring instruments.
4. In the field of distribution of the state metrological control and supervision are allowed to use of measuring instrument of the approved type, entered in the State register of measuring instruments of the Republic of Uzbekistan (further - the register).
5. The state testing of measuring instruments with the subsequent approval of their type and entering of the approved type of measuring instruments into the register are carried out concerning the measuring instruments developed and (or) assumed to serial production and the measuring instruments made and (or) imported on the territory of the Republic of Uzbekistan by batches and in need of measuring instruments of single copy (at the request of the applicant).
6. Works on carrying out the state testing of measuring instruments are paid by applicants according to the agreement.
7. The state testing of measuring instruments it is carried out according to the scheme according to appendix No. 1 to these rules.
8. Each subsequent phase of the state testing of measuring instruments is completed by the contractor in case of positive results of the previous stage.
9. The applicant directs to the contractor the application for carrying out the state testing of measuring instruments in form according to appendix No. 2 to these rules.
10. The statement on carrying out the state testing of measuring instruments shall contain the following information:
name, address and applicant's details;
name and address of the manufacturer of measuring instruments;
name of measuring instruments and their appointment;
metrological and technical characteristics of measuring instruments;
designation and the name of the document on which compliance to requirements the type of measuring instruments affirms.
11. To the application it is enclosed:
measuring instruments of the approved type (at least three copies);
operational and technical documentation of measuring instruments;
the regulating document or the draft of the regulating document in the field of technical regulation the establishing requirements to the measuring instruments assumed to serial production in the Republic of Uzbekistan.
The documents enclosed to the application shall be stated on state or Russian. If documents are stated in other languages, then authentic transfer for which reliability the applicant bears responsibility is applied to them.
The statement and documents attached to it are provided directly, in electronic form or by means of mail service.
12. The contractor within one working day considers the application and signs the contract for carrying out the state testing of measuring instruments with the applicant, and in case of lack of possibility of carrying out the state testing - sends the applicant the letter with indication of causes of failure in carrying out the state testing.
Agreements on carrying out the state testing of measuring instruments are allowed to be signed electronically.
13. The requirement from the applicant of submission of documents and data, not stipulated in Item 11 these rules, is not allowed.
The applicant at discretion can submit in addition and other documents.
14. The contractor in time who is not exceeding five working days carries out metrological expertize (further - examination) the submitted documents on the basis of the prisoner between the contractor and the applicant of the agreement, according to the statement and following the results of examination draws up the expert opinion.
15. Expertize of the submitted documents is carried out for the purpose of establishment of correctness and completeness of application of the metrological requirements, rules and regulations connected with unity of measurements.
The term of elimination of the discrepancies revealed when conducting examination shall not exceed thirty working days from the date of provision by the contractor of the expert opinion to the applicant.
After elimination by the applicant of discrepancies repeated examination of documents is performed in time, not exceeding three working days from the date of receipt of necessary documents. For repeated examination of documents the payment is not levied. The documents filed after the term provided for elimination of discrepancies are considered as again given.
In case of positive results of examination the contractor develops in time, not exceeding five working days, the program of testing and technique of checking of measuring instruments and approves them with the applicant, determines the venue of testing like measuring instruments and in coordination with the applicant the schedule of carrying out testing.
16. The program of testing and technique of checking of measuring instruments are developed taking into account the requirements to measuring instruments established by regulating documents in the field of technical regulation.
17. The state testing of the measuring instruments assumed to serial production including for the purpose of their import on import, are performed on the production site of manufacturing plant. The amount and duration of the state testing of measuring instruments on the production site of the producer is established according to the program of testing of measuring instruments in coordination with the applicant and makes a reservation in the signed agreement.
18. Duration of the state testing of measuring instruments shall not exceed twenty five working days, except for measuring instruments for which the regulation of time of carrying out testing exceeds the specified term according to the established requirements to measuring instruments in regulating documents in the field of technical regulation.
19. In the course of the state testing of measuring instruments pilot study and processing of their results according to the program of testing of measuring instruments, samples (copies) of measuring instruments and experimental approbation of technique of checking of measuring instruments of the approved type are conducted.
20. In case of submission of the existing test reports issued by the laboratories accredited in system of the International organization for accreditation of laboratories (ILAC) on climatic and mechanical indicators on the measuring instruments imported on import by batches or single copies, pilot studies on these indicators are not conducted.
In this case results of testing extend concerning all batch of the measuring instruments which are actually imported on the territory of the Republic of Uzbekistan.
21. Results of the state testing of measuring instruments on Items of the program of testing of measuring instruments are drawn up in the form of the test report (measurements, checking and calibration).
22. By results of the state testing of measuring instruments the protocol, and also the act of testing for the purpose of approval like measuring instruments in form according to appendix No. 3 to these rules are constituted. The protocol is the annex to the act.
23. In case of negative results of the state testing of measuring instruments the contractor within three working days in writing notifies on it the applicant, with indication of the reasons of discrepancies. The term of elimination of discrepancies is established depending on nature of notes, but this term shall not exceed three months from the date of registration of a statement.
24. The applicant based on the act containing the revealed discrepancies takes necessary measures.
25. In case of not elimination of the discrepancies stated in the act, at the scheduled time the contractor within three working days cancels the statement on carrying out testing of measuring instruments.
