About modification and amendments in some orders of the Ministry for Investments and Development of the Republic of Kazakhstan

1. Approve the enclosed list of some orders of the Ministry for Investments and Development of the Republic of Kazakhstan to which changes and additions, according to appendix 1 to this order are made.

2. Recognize invalid some regulatory legal acts according to the list according to appendix 2 to this order.

3. To provide to committee of technical regulation and metrology of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

44. For registration in the register of GSI of the RK MVI developed and certified in countries of the Commonwealth of Independent States physical person or legal entity (further - uslugopoluchatel) addresses the service provider through the web portal of "the electronic government" (further - the Portal) and fills form of data for receipt of the state service "Registration in the Register of the State Measuring System of the Republic of Kazakhstan of the Technique of Accomplishment of Measurements Developed and Certified in Countries of the Commonwealth of Independent States" according to appendix 3 to these rules.

3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect;

4) concerning uslugopoluchatel there is judgment which took legal effect based on which the uslugopoluchatel is deprived of the special right connected with receipt of the state service.

48. Assignment of registration number MVI in the register of GSI of RK which goes and stored in "personal account" of uslugopoluchatel in electronic form is result of rendering the state service.

49. The service provider provides entering of data into information system of monitoring of rendering the state services on stage of rendering the state service according to the procedure, established by authorized body in the field of informatization, according to the subitem 11) Item 2 of article 5 of the Law on the state services.

When rendering the state service by means of the state information system of permissions and notifications, data on stage of its rendering arrive in the automatic mode in information system of monitoring of rendering the state services.

50. In case of failure of information system the service provider without delay from the moment of detection of emergence of technical failures notifies the operator of information and communication infrastructure of "the electronic government" by means of sending an inquiry in single support service by e-mail sd@nitec.kz with obligatory provision of information on the name of the state service, number and code of the administrative document of the statement or unique identification number of the statement, number and code of the administrative document, or unique identification number of the allowing document, individual identification number / business identification number of uslugopoluchatel, with appendix of step-by-step screenshots from the moment of authorization until emergence of mistake with indication of the exact time of mistake.

51. The claim to the decision, action (failure to act) of the service provider concerning rendering the state services can be submitted addressed to the head of the service provider and (or) to authorized body by assessment and control of quality of rendering the state services according to the legislation of the Republic of Kazakhstan.

The claim of uslugopoluchatel which arrived to the service provider according to Item 2 of article 25 of the Law on the state services is subject to consideration within 5 (five) working days from the date of its registration.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is subject to consideration within 15 (fifteen) working days from the date of its registration.

52. In disagreement cases with results of the decision of the service provider the applicant can appeal results judicially, according to the subitem 6) of Item 1 of article 4 of the Law on the state services;
