About introduction of amendments to the Order of the Minister of Finance of the Republic of Kazakhstan of December 11, 2015 No. 648 "About approval of Rules of implementation of public procurements"

1. Bring in the order of the Minister of Finance of the Republic of Kazakhstan of December 11, 2015 No. 648 "About approval of Rules of implementation of public procurements" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 12590, it is published on December 31, 2015 in information system of law of Ad_let) the following changes:

in Rules of implementation of the public procurements (further - Rules) approved by the specified order:

state Item 426 in the following edition:

"426. Agreement performance about public procurements by delivery of goods is performed in the following sequence:

1) the goods delivery in goods destination with provision of the original of delivery note;

2) execution of the delivery-acceptance certificate of goods by the supplier by means of the web portal with attachment of the electronic waybill copy, the confirming goods delivery fact;

3) goods acceptance by the customer.

4) execution of the electronic invoice which is written out by means of information system of electronic invoices, according to the Rules of the statement of the invoice electronically in information system of electronic invoices and its forms approved by the order of the First deputy Premier-Ministra of the Republic of Kazakhstan - the Minister of Finance of the Republic of Kazakhstan of April 22, 2019 No. 370, registered in the Register of state registration of regulatory legal acts at No. 18583 (further - Rules of the statement of the invoice electronically in information system of electronic invoices);

5) payment by the customer for the delivered goods.

Requirements of subitems 1) and 2) of this Item do not extend to agreements on the public procurements connected with delivery of electrical and heat energy.";

to be reworded as follows appendices 1-1, 1-2, 1-3, 1-4 to the Tender documentation according to appendices 1, of 2, 3 and 4 to this order;

5, 5-1, 6 and 7 to the Tender documentation to be reworded as follows appendices according to appendices 5, of 6, 7 and 8 to this order.

2. To provide to department of the legislation of public procurements and purchases of the quasi-public sector of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Finance of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. This order becomes effective since October 1, 2020 and is subject to official publication.
