1) the prevention and mitigation of consequences of the emergency situations of natural and technogenic nature in the territory of the Republic of Kazakhstan creating threat for life and health of the population;
2) period of introduction of emergency state;
3) prevention and treatment of especially dangerous infectious and parasitic diseases;
4) treatment of orphan (rare) diseases.
