Some questions of the organization of maintaining the automated system of registration of the humanitarian assistance
The Cabinet of Ministers of Ukraine decides:
1. Approve Regulations on the automated system of registration of the humanitarian assistance which are applied.
2. The paragraph third item 4 and Item 9 of the Order of interaction central and local executive bodies and National Bank concerning implementation of the Law of Ukraine "About the humanitarian assistance", the Cabinet of Ministers of Ukraine approved by the resolution of March 25, 2013 No. 241 (The Official Bulletin of Ukraine, 2013, No. 29, Art. 990; 2016, No. 6, the Art. 308) to exclude.
3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.
4. To provide to the Ministry of Justice, the State Customs Service and other central executive bodies on request of the Ministry of social policy till December 1, 2023 information exchange of own information and telecommunication systems with the Automated system of registration of the humanitarian assistance.
5. To the ministry of social policy to hold organizational events for providing since December 1, 2023 representations exclusively electronically and information processing and the documents necessary for registration of receivers of the humanitarian assistance, recognition with the humanitarian assistance of loads (goods).
5-1. To provide to the Ministry of Health at the request of the Ministry of social policy till March 1, 2024 electronic information exchange of the information and analytical MedData system with the automated system of registration of the humanitarian assistance.
6. This resolution becomes effective since September 1, 2021, except Items 2 and 3 of this resolution which become effective since October 1, 2021.

General part
1. This Provision determines basic processes, the list of subjects of the automated system of registration of the humanitarian aid, contents of information placed in it and other questions of its functioning, and also procedure for maintaining the Unified register of receivers of the humanitarian assistance.
2. In this Provision terms are used in such value:
1) the automated system of registration of the humanitarian assistance (dalee-AS the State Duma) - set technical and the software intended for ensuring processes:
the automated access to the Unified register of receivers of the humanitarian assistance and implementation of registration actions;
creation, representation and monitoring of information on the goods recognized by the humanitarian assistance and also receipts, accounting and distribution of the humanitarian assistance;
creation, representation, obtaining, study, use, storage, destruction, loading, viewing, publication of electronic documents and electronic copies of originals of paper documents (photocopies) of rather humanitarian assistance with use of means of the qualified digital signature according to requirements of the Law of Ukraine "About electronic confidential services" and procedure for use of electronic confidential services in public authorities, local government bodies, the companies, organizations and the organizations of the state pattern of ownership approved by the resolution of the Cabinet of Ministers of Ukraine of September 19, 2018 No. 749 (The Official Bulletin of Ukraine, 2018, No. 76, the Art. 2528);
implementation of electronic information exchange with electronic information resources (information and communication systems) of the central executive bodies, the state company "medical purchases of Ukraine" belonging to the sphere of management of the Ministry of Health;
implementation of search and analytical functions, and also other functions and processes determined by the legislation;
2) data on the humanitarian assistance - the information, data, electronic documents and electronic copies of originals of paper documents (photocopy) concerning recognition, the omission, customs clearance, receipt, accounting and distribution of the humanitarian assistance created, introduced and/or submitted to the assorted State Duma its users, automatically created in the course of its functioning or received as a result of electronic information exchange with electronic information resources (information and communication systems) of the central executive bodies, the state company "medical purchases of Ukraine" belonging to the sphere of management of the Ministry of Health;
3) electronic office of the receiver part the EXPERT of the State Duma intended for the automated access for receivers of the humanitarian assistance to the Unified register of receivers of the humanitarian assistance and their authorized work on creation, representation, processing, storage, destruction, loading and viewing of data on the humanitarian assistance;
4) electronic office of the authorized person (control office) - part the EXPERT of the State Duma intended for the automated access to data the EXPERT of the State Duma according to the procedure of special access;
