About modification and amendments in the Law of the Republic of Kazakhstan "About the republican budget for 2020-2022"

Article 1. Bring in the Law of the Republic of Kazakhstan of December 4, 2019 "About the republican budget for 2020-2022" (Sheets of Parliament of the Republic of Kazakhstan, 2019, No. 23, St. 95) following changes and amendments:

"Article 1. Approve the republican budget for 2020-2022 according to appendices 1, 2 and 3 to this Law respectively, including for 2020 in the following amounts:

1) the income - 11 906 910 617 thousand tenges, including on:

to tax revenues - 5 560 089 549 thousand tenges;

to non-tax receipts - 976 507 201 thousand tenges;

to sales proceeds of fixed capital - 2 512 099 thousand tenges;

to receipts of transfers - 5 367 801 768 thousand tenges;

2) costs - 13 940 996 141 thousand tenges;

3) net budget crediting - 228 577 512 thousand tenges, including:

budget credits - 338 266 437 thousand tenges;

repayment of budget credits - 109 688 925 thousand tenges;

4) balance on transactions with financial assets - 196 122 297 thousand tenges, including:

acquisition of financial assets - 196 122 297 thousand tenges;

5) budget deficit--2 458 785 333 thousand tenges, or percent 3,5 to country gross domestic product;

6) not oil budget deficit--7 776 582 201 thousand tenges, or percent 11,1 to country gross domestic product;

7) budget deficit financing - 2 458 785 333 thousand tenges.

Article 2. Provide in the republican budget for 2020 of receipt of the rents for use of the Russian Federation of the Baikonur complex in the amount 47 288 575 thousand tenges and proving grounds in the amount of 8 302 057 thousand tenges.";

To add 2) with Article 5-1 of the following content:

"Article 5-1. Provide in the republican budget for 2020 of receipt of transfers from regional budgets, budgets of the cities of republican value, the capital in connection with introduction of emergency rule in the amount of 160 000 000 thousand tenges.

Distribution of receipts of transfers from regional budgets, budgets of the cities of republican value, the capital is determined based on the decision of the Government of the Republic of Kazakhstan.";

Article 6 to state 3) in the following edition:

"Article 6. Provide in the republican budget for 2020 the size of the guaranteed transfer from National fund of the Republic of Kazakhstan in the amount of 4 770 000 000 thousand tenges.";

Article 7 to add 4) with part two of the following content:

"Establish since April 1, 2020:

1) the minimum size of the state base retirement benefit - 17 641 tenges;

2) the minimum size of pension - 40 441 tenges;

3) monthly settlement indicator for calculation of benefits and other social payments, and also application of penalties, taxes and other payments according to the legislation of the Republic of Kazakhstan - 2 778 tenges;

4) the size of subsistence minimum for calculation of the amount of base social pays - 32 668 tenges.";

Article 8 to state 5) in the following edition:

"Article 8. Determine that the funds allocated for retirement benefits on age and retirement benefits for long service are provided taking into account increase in their sizes:

since January 1, 2020 for 7 percent;

since April 1, 2020 for 5 percent.";

6) in Article 11:

in part one:

add with subitems 1-1), 5-1), 6-1), 7-1), 7-2), 7-3), 7-4) and 7-5) of the following content:

"1-1) subsidizings within guaranteeing and loans insurance of subjects of agro-industrial complex;";

"5-1) subsidizing of development of breeding livestock production, increases in productivity and product quality of livestock production;";

"6-1) subsidizing of development of seed farming;";

"7-1) subsidizing of production of priority cultures;

7-2) subsidizing of cost of fertilizers (except for organic);

7-3) payment of award to the staff of law-enforcement bodies providing in the strengthened mode protection of public order during emergency state;

7-4) payment of allowances to the staff of law-enforcement bodies involved in anti-epidemic actions within fight against coronavirus (COVID-19);

7-5) payment of award to the staff of law-enforcement bodies for work in the period of specific mode of the service connected with spread of koronavirusny infection of COVID-19;";

8) to exclude the subitem;

add with subitems 30-1), 30-2), 31-1), 33-1), 33-2), 33-3) and 34-1) of the following content:

"30-1) increase in the size of the state grant by the student in the organizations of technical and professional, postsecondary education and compensation of the amounts paid in this direction of expenses at the expense of means of local budgets;

30-2) wages increase of employees of the organizations in the field of health care of local executive bodies;";

"31-1) increases in compensation of teachers of the state organizations of secondary and additional education in the field of physical culture and sport;";

"33-1) subsidizings of rate of remuneration and guaranteeing on the credits within the State program of support and business development "The road map of business-2025" and the Mechanism of crediting of priority projects;

33-2) compensation of losses in connection with decrease in the tax load for subjects of small and medium business;

33-3) compensation of payments of the population on payment of utilities in emergency rule in the Republic of Kazakhstan;";

"34-1) seizure of land for the state needs;";

in part two figure "8)" to exclude;

To add 7) with Article 13-1 of the following content:

"Article 13-1. Distribution of funds for implementation of actions of the Road map of employment for 2020-2021 is determined based on the decision of the Government of the Republic of Kazakhstan.";

8) 15, of 16, 17 and 18 to state Articles in the following edition:

"Article 15. Approve reserve of the Government of the Republic of Kazakhstan for 2020 in the amount of 316 100 323 thousand tenges.

Article 16. Consider that as a part of costs of the Ministry of Emergency Situations of the Republic of Kazakhstan for 2020 funds for forming and storage of the state material reserve are provided in the amount of 11 715 640 thousand tenges with reflection in the income of the republican budget of means from realization of the material values issued according to the procedure of refreshening in the amount of 2 512 099 thousand tenges.

Article 17. Consider that as a part of costs of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan for 2020 means for transfer to joint-stock company "The Kazavtozhol national company on accomplishment of agreement obligations of trust management of state-owned property are provided in the amount of 42 965 019 thousand tenges.

Article 18. Provide in the republican budget for 2020 647 259 thousand tenges for repayment and servicing of the loans guaranteed by the state.";

To add 9) with Article 18-1 of the following content:

"Article 18-1. Determine that since January 1, 2020 requirements of the Government of the Republic of Kazakhstan to the legal entities liquidated as of January 1, 2020 according to the legislation of the Republic of Kazakhstan on the funds allocated for obligation fulfillment on the state guarantees, according to the list of legal entities and amounts of debt determined by the Government of the Republic of Kazakhstan stop.";

Articles 21, 22 and 23 to state 10) in the following edition:

"Article 21. Set limit of government debt for December 31, 2020 in the amount of 15 500 000 000 thousand tenges.
