1. Bring in the Provision of the Bank of Russia of December 5, 2016 No. 562-P "About procedure for the message bank (other credit institution) about opening or about account termination, about change of account details electronically in territorial authority of the insurer", registered by the Ministry of Justice of the Russian Federation on January 9, 2017 No. 45099, the following changes.

1.1. Add Item 1.1 with the new paragraph of the following content:

"Each created electronic message which is subject to inclusion in the transport file of bank of the first type provided by the paragraph the second Item 1.4 of the Provision of the Bank of Russia No. 311-P (further - the transport file of bank of the first type), after supply with its code of authentication (further - KA) bank according to Item 1.1 of the Provision of the Bank of Russia No. 311-P is ciphered by bank at the same time on two receivers with use of open keys of enciphering of each of them applied to exchange of information with authorized division of the insurer and authorized tax authority.".
