About change of the Decree of the President of the Republic of Belarus

According to part three of article 101 of the Constitution of the Republic of Belarus I decide:

1. Bring in the Regulations on state regulation of production, turnover and consumption of tobacco raw materials and tobacco products, productions, turnover and use of electronic systems of smoking, liquids for electronic systems of smoking, systems for tobacco consumption approved by the Decree of the President of the Republic of Belarus of December 17, 2002 No. 28, the following changes:

1.1. in paragraph three of part two of Item 1 of the word", comparative testing" shall be replaced with words "comparative testing (interlaboratory checkings)";

1.2. state Item 9 in the following edition:

"9. The capital processing equipment for tobacco products manufacture shall be equipped with the operational metering devices of finished goods having the established control facilities, the fiscal memory providing long-term storage and protection against unauthorized change of accounting data, possibility of connection to the personal computer and joint operation with it.

The measurements which are carried out with use of metering devices of finished goods belong to the sphere of legislative metrology.

The accounting treatment for tobacco products in case of their production by means of metering devices of finished goods and use of such devices is determined by Council of Ministers of the Republic of Belarus.".

2. This Decree becomes effective in the following procedure:

subitem 1.2 of Item 1 - since November 27, 2020;

other provisions of this Decree - after its official publication.

3. This Decree is temporary and according to part three of article 101 of the Constitution of the Republic of Belarus is submited National assembly of the Republic of Belarus.
