1. Bring in the Procedure for maintaining the unified state register of self-regulatory organizations of arbitration managers approved by the order of the Ministry of Economic Development of the Russian Federation of July 8, 2010 No. 284 (registration No. 18654) is registered by the Ministry of Justice of the Russian Federation on October 7, 2010, with the changes made by orders of the Ministry of Economic Development of the Russian Federation of September 30, 2011 No. 526 (registration No. 22467) is registered by the Ministry of Justice of the Russian Federation on December 1, 2011, of November 22, 2012 No. 754 (registration No. 28623), the order of the Government of the Russian Federation of June 11, 2020 No. 851 "About recognition voided regulatory legal acts of the Government of the Russian Federation is registered by the Ministry of Justice of the Russian Federation on June 3, 2013, about cancellation of some acts and separate provisions of the acts of the Ministry of Economic Development of the Russian Federation containing mandatory requirements which observance is estimated when holding by Federal Registration Service actions for the state control (supervision)" (The Russian Federation Code, 2020, No. 25, the Art. 3898), changes according to appendix to this order.

Changes which are made to the Procedure for maintaining the unified state register of self-regulatory organizations of arbitration managers approved by the Order of the Ministry of Economic Development of the Russian Federation of July 8, 2010 No. 284

1. Add with Item 3.1 of the following content:

"3.1. For inclusion in the Register of data on non-profit organization such organization submits the documents listed in item 4 of article 22.2 of the Federal Law of October 26, 2002 to No. 127-FZ "About insolvency (bankruptcy)" (The Russian Federation Code, 2002, No. 43, Art. 4190; 2020, No. 31, the Art. 5027) (further - the Insolvency act), through person authorized by non-profit organization or by the direction of the mailing with the notification and the inventory of investment.

In case of submission of documents through person authorized by non-profit organization the official of monitoring body (supervision) puts down on the copy of the application mark about adoption of documents with indication of date of their acceptance and the signature of person who accepted documents.".

2. Add with Item 10.1 of the following content:

"10.1. Self-regulatory organization of arbitration managers or national consolidation in case of change of the data specified in the documents submitted to monitoring body (supervision) according to Articles 22.2 and (or) 26.1 of the Insolvency act and provided in the List (except for the data specified in Items 1. 1, 1.2, 1.7, 1.13, 1.16, 1.17, 2.1, 2.2, 2.7 and 2.14 of the List), shall inform on it monitoring body (supervision) and provide copies of the documents confirming change.

The specified data and documents are submitted to monitoring body (supervision) by means of filling of the form posted on the official site of monitoring body (supervision) on the Internet, in electronic form, signed by the strengthened qualified digital signature of the authorized officer of self-regulatory organization of arbitration managers.

Means of the strengthened qualified digital signature of persons specified in the paragraph the second this Item shall be certified in accordance with the legislation of the Russian Federation and compatible to the means of the strengthened qualified digital signature applied by monitoring body (supervision).

Information on requirements to compatibility, the certificate of key of verification of the digital signature, to possibility of confirmation of authenticity of the strengthened qualified digital signature of persons specified in the paragraph the second this Item is posted on the official site of monitoring body (supervision) on the Internet.

At the same time the data which are earlier entered in the Register remain in self-regulatory organization of arbitration managers or national consolidation.".

3. Add with Item 12 of the following content:

"12. Monitoring body (supervision) during the terms established by the Administrative regulations of provision by Federal Registration Service of the state service in inclusion of data on non-profit organization in the unified state register of self-regulatory organizations of arbitration managers approved by the order of the Federal Registration Service of June 3, 2019 No. P/0216 (registration No. 56397) is registered by the Ministry of Justice of the Russian Federation on November 5, 2019, record about exception of data on self-regulatory organization of arbitration managers, national consolidation from the Register when obtaining is made in the Register:

1) statements of self-regulatory organization of arbitration managers, national consolidation, self-regulatory organization of arbitration managers which is not the member of national consolidation in the case provided by the paragraph third Item 6 of Article 26.1 of the Insolvency act about exception of data on non-profit organization of the Register;

2) data on entering into the Unified State Register of Legal Entities of record about liquidation of self-regulatory organization of arbitration managers, national consolidation, or record about reorganization of self-regulatory organization of arbitration managers;

3) the become effective judgment about exception of data on self-regulatory organization of arbitration managers, national consolidation from the Register.".
