1. For self-regulatory organizations of arbitration managers:
1.1. Registration number and date of inclusion of data on non-profit organization in the unified state register of self-regulatory organizations of arbitration managers (further - the Register).
1.2. Registration number and date of modification of the data containing in the Register.
1.3. Complete and (if is available) the abbreviated name of self-regulatory organization of arbitration managers.
1.4. Primary state registration number of record about state registration of the legal entity.
1.5. Identification taxpayer number of non-profit organization.
1.6. The address (location) of non-profit organization (its permanent executive body), addresses of branches and representations (if are available) non-profit organization (the postal index, the subject of the Russian Federation, the area, the city (settlement), the street (the avenue, the lane, etc.), house number (ownerships), cases (structure), office), the website of self-regulatory organization of arbitration managers in Internet network.
1.7. Acceptance date and number of the decision of monitoring body (supervision) about inclusion of data on non-profit organization in the Register.
1.8. 2.3. Complete and (if is available) the abbreviated name of national merging of self-regulatory organizations of arbitration managers (further - national consolidation) and its form of business.
2.4. Primary state registration number of record about state registration of the legal entity.
2.5. Identification taxpayer number.
2.6. The address (location) of national consolidation (its executive body), addresses of branches and representations (if are available) national consolidation (the postal index, the subject of the Russian Federation, the area, the city (settlement), the street (the avenue, the lane, etc.), house number (ownerships), cases (structure), office).
2.7. Acceptance date and number of the decision of monitoring body (supervision) about inclusion of data on national consolidation in the Register.
2.8. Name of collegiate organ of management, its quantitative and members (surnames, names, middle names of members).
2.9. The information about person performing functions of sole executive body of management (surname, name, middle name, the residence, birth date and birth place, data of the identity document).
2.10. Number of members of national consolidation.
2.11. The list of members of national consolidation with indication of number of entry in the Register and dates of inclusion of information about them in the Register.
2.12. The list of the members of national consolidation who stopped the membership in such consolidation with indication of the membership termination bases.
2.13. The size of means of compensation funds of the members of national consolidation transferred to national consolidation.
2.14. Acceptance date and number of the decision of monitoring body (supervision), Arbitration Court about exception of data on national consolidation of the Register with indication of the exception basis.

1. This Procedure determines rules of maintaining the unified state register of self-regulatory organizations of arbitration managers (further - the Register), including inclusions of data on self-regulatory organizations of arbitration managers in the Register, entering into the Register of records and changes in record, document storage and data in the Register.
2. The register is kept by the authorized federal executive body performing functions on control (supervision) of activities of self-regulatory organizations of arbitration managers (further - monitoring body (supervision), on paper and electronic carriers by entering into the Register of the register entries containing data on non-profit organization according to the List of the data included in the unified state register of self-regulatory organizations of arbitration managers (further - the List).
In case of discrepancy of information on paper and electronic carriers the priority has record on paper.
3. No. 851 is cancelled according to the Order of the Government of the Russian Federation of 11.06.2020
3.1. For inclusion in the Register of data on non-profit organization such organization submits the documents listed in item 4 of article 22.2 of the Federal Law of October 26, 2002 to No. 127-FZ "About insolvency (bankruptcy)" (The Russian Federation Code, 2002, No. 43, Art. 4190; 2020, No. 31, the Art. 5027) (further - the Insolvency act), through person authorized by non-profit organization or by the direction of the mailing with the notification and the inventory of investment.
In case of submission of documents through person authorized by non-profit organization the official of monitoring body (supervision) puts down on the copy of the application mark about adoption of documents with indication of date of their acceptance and the signature of person who accepted documents.
4. If the documents specified in paragraphs five, the thirteenth and fifteenth item 4 of Article 22.2 of the Insolvency act are not provided by non-profit organization, the monitoring body sends (supervision) within two working days from receipt date of other documents of non-profit organization specified in item 4 of Article 22.2 of the Insolvency act to the federal executive body performing state registration of legal entities, physical persons as individual entrepreneurs and peasant farms, the federal executive body authorized by the Government of the Russian Federation on implementation of forming and maintaining the register of the disqualified persons, and also the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of internal affairs, interdepartmental request about provision of data the data on non-profit organization confirming the fact of entering into the Unified State Register of Legal Entities, non-use of administrative punishment in the form of disqualification for making of administrative offense and lack of criminal record concerning each member of non-profit organization respectively.
The monitoring body (supervision) within fifteen working days from the date of representation by non-profit organization of the documents specified in item 4 of Article 22.2 of the Insolvency act checks the data containing in the documents submitted by non-profit organization, and also the data received according to the procedure, provided by paragraph one of this Item if the non-profit organization does not submit the documents specified in paragraphs five, the thirteenth and fifteenth item 4 of Article 22.2 of the Insolvency act regarding their compliance to requirements of the legislation of the Russian Federation, including to requirements of Articles 20, 21 and 21.1 Insolvency acts, and make the decision on inclusion of data on non-profit organization in the Register in case of compliance to the specified requirements or about refusal in inclusion of data on non-profit organization in the Register in case of discrepancy to such requirements.
5. Within three working days from the date of decision making about inclusion of data on non-profit organization in the Register or about refusal in inclusion of data on non-profit organization in the Register, but no later than fifteen working days from the date of submission by this organization of the statement for inclusion of data on non-profit organization in the Register, monitoring body (supervision) notifies in writing non-profit organization on the made decision. In case of inclusion of data on non-profit organization in the Register such notification shall contain sequence registration number of entry in the Register about inclusion of data on non-profit organization. In case of refusal in inclusion of data on non-profit organization in the Register in the notification the refusal bases are specified.
6. For acquisition of the status of national merging of self-regulatory organizations of arbitration managers (daleenatsionalny consolidation) merging of self-regulatory organizations of arbitration managers as a part of which is more than fifty percent of all self-regulatory organizations of arbitration managers, data on which are included in the Register, represents to monitoring body (supervision) the documents listed in Item 3 of Article 26.1 of the Insolvency act through person authorized by consolidation or by the direction of the mailing with the notification and the inventory of investment.
In case of submission of documents through person authorized by consolidation the official of monitoring body (supervision) puts down on the copy of the application mark about adoption of documents with indication of date of their acceptance and the signature of person who accepted documents.
7. The monitoring body (supervision) checks the data containing in the submitted documents regarding their compliance to requirements, requirements of Article 26.1 of the Insolvency act.
8. Within three working days from the date of representation by merging of self-regulatory organizations of arbitration managers of the statement for inclusion of data on national consolidation in the Register the monitoring body (supervision) makes the decision on inclusion of data on merging of self-regulatory organizations of arbitration managers as national consolidation in the Register or on refusal in inclusion of data on national consolidation in the Register and notifies in writing the specified consolidation on the made decision. In case of inclusion of data on merging of self-regulatory organizations of arbitration managers as national consolidation in the Register such notification shall contain sequence registration number of entry in the Register. In case of refusal in inclusion of data on national consolidation in the Register in the notification the refusal bases are specified.
9. In case of inclusion of data on non-profit organization or merging of self-regulatory organizations of arbitration managers by monitoring body (supervision) record about inclusion of data on non-profit organization or merging of self-regulatory organizations of arbitration managers in the Register to which the future sequence registration issue is assigned is made, and also case of self-regulatory organization of arbitration managers or national consolidation which shall contain all documents submitted to monitoring body (supervision) according to Articles 22.2 and (or) 26.1 of the Insolvency act is created.
10. No. 851 is cancelled according to the Order of the Government of the Russian Federation of 11.06.2020
10.1. Self-regulatory organization of arbitration managers or national consolidation in case of change of the data specified in the documents submitted to monitoring body (supervision) according to Articles 22.2 and (or) 26.1 of the Insolvency act and provided in the List (except for the data specified in Items 1. 1, 1.2, 1.7, 1.13, 1.16, 1.17, 2.1, 2.2, 2.7 and 2.14 of the List), shall inform on it monitoring body (supervision) and provide copies of the documents confirming change.
The specified data and documents are submitted to monitoring body (supervision) by means of filling of the form posted on the official site of monitoring body (supervision) on the Internet, in electronic form, signed by the strengthened qualified digital signature of the authorized officer of self-regulatory organization of arbitration managers.
Means of the strengthened qualified digital signature of persons specified in the paragraph the second this Item shall be certified in accordance with the legislation of the Russian Federation and compatible to the means of the strengthened qualified digital signature applied by monitoring body (supervision).
Information on requirements to compatibility, the certificate of key of verification of the digital signature, to possibility of confirmation of authenticity of the strengthened qualified digital signature of persons specified in the paragraph the second this Item is posted on the official site of monitoring body (supervision) on the Internet.
At the same time the data which are earlier entered in the Register remain in self-regulatory organization of arbitration managers or national consolidation.
11. Based on no more than five working days provided by self-regulatory organization of arbitration managers or national combination of documents monitoring body (supervision) in time enters records about change of data on self-regulatory organization of arbitration managers or national consolidation in the Register and enters the corresponding record about change of the specified data to which the future sequence registration issue is assigned in the Register.
Record about change of data on self-regulatory organization of arbitration managers or national consolidation is entered in the Register by monitoring body (supervision) also based on the court resolutions or other documents which arrived from public authorities took legal effect including on requests of monitoring body (supervision).
12. Monitoring body (supervision) during the terms established by the Administrative regulations of provision by Federal Registration Service of the state service in inclusion of data on non-profit organization in the unified state register of self-regulatory organizations of arbitration managers approved by the order of the Federal Registration Service of June 3, 2019 No. P/0216 (registration No. 56397) is registered by the Ministry of Justice of the Russian Federation on November 5, 2019, record about exception of data on self-regulatory organization of arbitration managers, national consolidation from the Register when obtaining is made in the Register:
1) statements of self-regulatory organization of arbitration managers, national consolidation, self-regulatory organization of arbitration managers which is not the member of national consolidation in the case provided by the paragraph third Item 6 of Article 26.1 of the Insolvency act about exception of data on non-profit organization of the Register;
2) data on entering into the Unified State Register of Legal Entities of record about liquidation of self-regulatory organization of arbitration managers, national consolidation, or record about reorganization of self-regulatory organization of arbitration managers;
3) the become effective judgment about exception of data on self-regulatory organization of arbitration managers, national consolidation from the Register.

1. This Procedure determines rules of placement of the data containing in the unified state register of self-regulatory organizations of arbitration managers (further - the Register), on the official site of Federal Registration Service in Internet network (further - the website).
2. The data containing in the Register according to the List of the data included in the unified state register of self-regulatory organizations of arbitration managers (далееПеречень), except for personal data of members of self-regulatory organizations of arbitration managers and person performing functions of sole executive body, members of governing bodies and employees of bodies of self-regulatory organization, and also change of the specified data are subject to placement on the website.
