About modification and amendments in the orders of the Government of the Republic of Kazakhstan of December 31, 2015 No. 1196 "About approval of Rules of reference of data to office information of limited distribution and work with it" and of October 31, 2018 No. 703 "About approval of Rules of documentation, management of documentation and uses of electronic document management systems in the state and non-state organizations"

The government of the Republic of Kazakhstan DECIDES:

1. Bring the following changes and amendments in some decisions of the Government of the Republic of Kazakhstan:

1) in the order of the Government of the Republic of Kazakhstan of December 31, 2015 No. 1196 "About approval of Rules of reference of data to office information of limited distribution and work with it":

The rules of reference of data to office information of limited distribution and work with it approved by the specified resolution to state in edition according to appendix to this resolution;

2) in the order of the Government of the Republic of Kazakhstan of October 31, 2018 No. 703 "About approval of Rules of documentation, management of documentation and uses of electronic document management systems in the state and non-state organizations" (SAPP of the Republic of Kazakhstan, 2018, No. 61, the Art. 345):

in Rules of documentation, management of documentation and uses of electronic document management systems in the state and non-state organizations approved by the specified resolution:

The organization, maintaining and enhancement of system of documentary ensuring management, methodical management and control of observance of the established by authorized body in the field of archiving and documentary ensuring management (further - authorized body) operating procedure with documents in the organization are performed by the structural division intended for realization of tasks and functions on documentary ensuring management (further - service of preschool educational institution). At the same time maintaining unclassified and confidential clerical work as a part of one structural division is forbidden.";

1) the first head of the organization who performs the common directorship and control of timely and high-quality execution and respect for performing discipline of acts and orders of the President of the Republic of Kazakhstan, the Management of Administration of the President of the Republic of Kazakhstan;

2) deputy first heads of the organization who provide high-quality execution of acts and orders of the President of the Republic of Kazakhstan, the Management of Administration of the President of the Republic of Kazakhstan in the supervised areas of work.

103-2. 3) medium-term control - not late, than in ten working days prior to the due date of execution if other is not established by the corresponding order;

103-3. If Items of acts and orders of the President of the Republic of Kazakhstan, the Management of Administration of the President of the Republic of Kazakhstan cannot be executed at the scheduled time, the head of the organization, and in cases if powers of the Government are affected, - after approval of the Prime Minister of the Republic of Kazakhstan (person fulfilling its duties) or his deputy no later than fixed term introduces the letter to Administration of the President of the Republic of Kazakhstan with indication of current status of execution, the reasoned reasons for need of prolongation of completion date or its transfer into medium-term or long-term control. At the same time specific completion date, responsible political government employees of the organization contractor, and also the organizations collaborators and officials of the organizations are specified.

According to the orders specified in Item 102-1 of these rules which cannot be executed at the scheduled time the head of the organization contractor no later than fixed term introduces the letter to management of the Government of the Republic of Kazakhstan or to the Head of Prime minister's department of the Republic of Kazakhstan with indication of current status of execution, the reasoned reasons for need of prolongation of completion date or its transfer into medium-term or long-term control. The government of the Republic of Kazakhstan notifies Administration of the President of the Republic of Kazakhstan on the decision made according to the letter no later than ten working days.

103-4. Prolongation of completion dates of Items of acts and orders of the President of the Republic of Kazakhstan, the Management of Administration of the President of the Republic of Kazakhstan or their transfer into medium-term or long-term control, except for the orders specified in Item 102-1 of these rules are allowed no more once according to the decision of the President of the Republic of Kazakhstan or the Head of Administration of the President of the Republic of Kazakhstan based on the expert opinion of structural division of Administration of the President of the Republic of Kazakhstan.
