About introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of December 4, 2019 No. 1070 and of July 22, 2020 No. 641

The Cabinet of Ministers of Ukraine decides:

1. Bring in resolutions of the Cabinet of Ministers of Ukraine of December 4, 2019 No. 1070 "Some questions of implementation by managers (receivers) of budgetary funds of advance payment of the goods, works and services which are purchased for budgetary funds" (The Official Bulletin of Ukraine, 2020, No. 2, the Art. 64) and of July 22, 2020 No. 641 "About establishment of quarantine and introduction of the strengthened anti-epidemic actions in the territory with considerable spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (The Official Bulletin of Ukraine, 2020, No. 63, the Art. 2029) changes which are applied.

2. To provide to managers (receivers) of budgetary funds review of conditions of the signed purchase agreements of goods, works and services for budgetary funds taking into account requirements of this resolution.

3. To the public treasurer service to perform opening of assignments from the general fund of the government budget on the expenses which are not carried to the protected budget expenses in first-priority procedure on expenses on purchase of the goods, works and services necessary for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus the list of which No. 225 "Some questions of purchase of the goods, works and services necessary for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in the territory of Ukraine" is approved by the resolution of the Cabinet of Ministers of Ukraine of March 20, 2020 (The Official Bulletin of Ukraine, 2020, No. 31, the Art. 1074, the Art. 1077, No. 42, the Art. 1361), and also for accomplishment of budget programs, codes of program classification of expenses and which crediting of the government budget corresponds to codes of functional classification of expenses and crediting of the budget 0710-0763 according to the law on the Government budget of Ukraine for the corresponding budget period.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine of December 4, 2019 No. 1070 and of July 22, 2020 No. 641

1. No. 1070 to add Item 2 of the resolution of the Cabinet of Ministers of Ukraine of December 4, 2019 with the paragraph of the following content:

"for the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus advance payment of the goods, works and services which are purchased for budgetary funds it is performed by managers (receivers) of budgetary funds taking into account the features determined by the resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 641 "About establishment of quarantine and introduction of the strengthened anti-epidemic actions in the territory with considerable spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (The Official Bulletin of Ukraine, 2020, No. 63, the Art. 2029).".

2. Add the resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 with No. 641 Item 15-1 of the following content:

"15-1. Prohibit for action of quarantine implementation by managers (receivers) of budgetary funds of advance payment of the goods, works and services which are purchased for budgetary funds, and the Public treasurer service implementation of the corresponding payments, except cases when subject of purchase are goods, works and the services necessary for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus the list of which No. 225 "Some questions of purchase of the goods, works and services necessary for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes is approved by the resolution of the Cabinet of Ministers of Ukraine of March 20, 2020 epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in the territory of Ukraine" (The Official Bulletin of Ukraine, 2020, No. 31, the Art. 1074, the Art. 1077, No. 42, the Art. 1361), and also for accomplishment of budget programs, codes of program classification of expenses and which crediting of the government budget corresponds to codes of functional classification of expenses and crediting of the budget 0710-0763 according to the law on the Government budget of Ukraine for the corresponding budget period.".
