According to part 1 of article 15 of the Federal law "About Mandatory Requirements in the Russian Federation" Government of the Russian Federation decides:

Recognize invalid the regulatory legal acts containing mandatory requirements which observance is estimated when holding by Federal Antimonopoly Service actions for the state control (supervision) of observance of the antitrust law of the Russian Federation and the legislation of the Russian Federation on natural monopolies, and also on the state control (supervision) in the field of the prices (rates) regulated by the state, according to the list according to appendix.
