About approval of Rules of registration of civil aircrafts in Ukraine
For the purpose of introduction of the procedure for registration of civil aircrafts in Ukraine and in pursuance of requirements of Articles 7, 15-16, 25-27 of the Air code of Ukraine and appendix 7 to the Convention on international civil aviation of 1944. I order:
1. Approve Rules of registration of civil aircrafts in Ukraine (further - Rules) (are applied).
2. To the director of the department of flight suitability (Chikov B. O.):
2.1. Provide submission of this order on state registration in the Ministry of Justice of Ukraine.
2.2. Bring the specified Rules to the attention of the heads of structural divisions of State aviaservice and legal entities and physical persons operating aircrafts or offering the services in the field of civil aviation.
3. To impose control over the implementation of this order on the vice-chairman Gubanya S. G.

1.1. These rules are developed according to requirements of the Air code of Ukraine, are obligatory for subjects of aviation activities which are owners, lessees or operators of civil aircrafts.
1.2. These rules determine procedures and requirements to registration (re-registration) of aircrafts in the state register of civil aircrafts of Ukraine, procedure for their exception of this register, provision and drawing the state and registration signs on aircrafts.
1.3. These rules are used by specialists of the Public air service of Ukraine (further - State aviaservice of Ukraine), owners, lessees or operators for registration (re-registration) of aircrafts in the state register of civil aircrafts of Ukraine, their exception of this register, provision and drawing the state and registration signs on aircrafts.
1.4. During development of these rules the following regulatory legal acts were used:
- Air code of Ukraine;
- Convention on international civil aviation of 1944;
- appendix 7 to the Convention on international civil aviation of 1944. "National and registration signs of aircrafts";
- The presidential decree of Ukraine of August 16, 2004 N912 "About Modification of Some Presidential Decrees of Ukraine";
- the resolution of the Cabinet of Ministers of Ukraine of September 28, 1993 N819 "About Creation of the State Specialized Fund of Financing of Nation-wide Expenses on Aviation Activities and Participation of Ukraine in the International Aviation Organizations".
1.5. In these rules terms are used in the following value:
aircraft of general purpose - civil aviation which is used on a grant basis;
the aerostat - the aircraft, is easier than air which moves in air without the power plant;
the motorless extralight aircraft - the hang-glider aircraft, paraplane which rise is performed by means of the pilot's legs;
the helicopter - the aircraft, is heavier than air, supported in flight mainly due to interaction of air with one or several bearing screws which rotate the power plant around the axes which are approximately in vertical position;
the owner of the aircraft - legal entity or physical person which property right to the aircraft is supported by the relevant documents;
fire-resistant material - the material maintaining heating as well as steel or is better, under condition if the sizes in both cases correspond to specific appointment;
the rotary-wing aircraft - the aircraft, is heavier than air, moved by means of the power plant and supported in air due to interaction of air with one or several bearing screws;
the hang-glider - the motorless aircraft is heavier than air which carrying power in flight is created mainly due to aerodynamic reactions to surfaces that gives the chance to move in these flight conditions, and control in flight is exercised mainly due to movement of the center of weight (balancer management) on which take off and landing are performed by means of the pilot's legs;
the state of registration - the state in which register of civil aircrafts the aircraft is registered;
the state aircraft - the aircraft used on military, customs, boundary, militia and other services, and also for accomplishment of mobilization and defense tasks, and registered in the register of the state aircrafts of Ukraine;
the state sign of the aircraft - the sign consisting of several symbols and being the fact of stay of the aircraft under jurisdiction of Ukraine. It is provided to the state of registration by International Civil Aviation Organization (ICAO). This sign is provided by State aviaservice of Ukraine to aircrafts which are registered in the state register of civil aircrafts of Ukraine;
the state register of civil aircrafts of Ukrainykniga and the electronic database in which the current register of the civil aircrafts registered in Ukraine is kept;
very light aircraft - the airplane, motor-hang-glider, rotary-wing aircraft which have no more than two places inclusive with places of crew and the maximum take-off weight no more than 750 kg. For very easy rotary-wing aircraft the maximum take-off weight is no more than 600 kg;
the operator - person, the organization or the company operating aircrafts or offering the services in this industry;
the request - the appeal of the applicant to State aviaservice of Ukraine for the purpose of receipt of the state and registration signs for the aircraft, registration of its (re-registration) in the state register of civil aircrafts of Ukraine or its exception of this register;
the applicant - the legal entity or physical person which submitted the application to State aviaservice of Ukraine for the purpose of receipt of the state and registration signs for the aircraft, registration of its (re-registration) in the state register of civil aircrafts of Ukraine or its exception of this register;
commercial use of aircrafts - use of aircrafts on hiring or for a fee for accomplishment of air transportation;
the light aircraft - the aircraft having the maximum take-off weight no more than 5700 kg;
the airplane - the aircraft, is heavier than air which is set in motion by the power plant which carrying power in flight is created, generally due to aerodynamic reactions on surfaces which remain motionless in these flight conditions;
the aircraft, is heavier than air - any aircraft at which carrying power in flight is created mainly at the expense of aerodynamic forces;
the aircraft, is easier than air - any aircraft keeping in air mainly at the expense of the aero static carrying power;
