Technique of determination of subsistence minimum on one person and for persons who treat the main social and demographic national groups

1. General provisions

1.1. This Technique establishes single procedure of payments of subsistence minimum per month on one person and for persons who treat the main social and demographic national groups in Ukraine and at the regional level.

1.2. The subsistence minimum on one person and for persons who treat the main social and demographic national groups consists of cost sizes:

the set of food products sufficient for ensuring normal functioning of human body, preserving his health (further - set of food products);

the minimum set of nonfoods necessary for satisfaction of the basic social and cultural needs of the personality (further - set of nonfoods);

the minimum set of services necessary for satisfaction of the basic social and cultural needs of the personality (further - set of services).

1.3. Treats the main social and demographic national groups:

children under 6 years;

children aged from 6 up to 18 years;

able-bodied persons;

persons which lost working capacity.

1.4. The subsistence minimum for the main social and demographic national groups is calculated, proceeding from set of food products, set of nonfoods and set of the services approved by the resolution of the Cabinet of Ministers of Ukraine of 14.04.2000 of N656 "About Approval of Sets of Food, Sets of Nonfoods and Sets of Services for the Main Social and Demographic National Groups".

1.5. For calculation of cost sizes of set of food, set of nonfoods and set of services average consumer prices (rates) (further - the prices) in the country (region) are used. The prices (except rates for utilities, the electric power, communication services) are calculated Public service of statistics of Ukraine, and the relevant information is monthly provided to the Ministry of social policy of Ukraine. Information on rates for utilities is provided to the Ministry of social policy of Ukraine by the Ministry of Regional Development, Construction and Housing of Ukraine, the National commission performing state regulation in the field of power, and on communication services - the National commission performing state regulation in the field of communication and informatization.

Head departments (managements) of statistics in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol provide information on price level to the relevant structural divisions of Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations.

2. Procedure for determination of subsistence minimum

2.1. Calculation of cost of set of food

2.1.1. The cost of set of food per year for one person of each separate social and demographic national group is determined as the amount of costs of consumption of each product included in set of food products of the corresponding national group.

The cost of consumption of each food product is determined by multiplication of regulation of its consumption by the price.

2.1.2. The cost of set of food per month on one person of each social and demographic group is calculated as 1/12 annual values of the corresponding set.

Considering that consumption of separate vegetables and fruit has seasonal nature, during the winter and spring period when calculating for group of vegetables the prices of the corresponding products in the processed type (salty, fermented), on group of fruit - the price of fresh apples are used. At the same time consumption regulations on groups of vegetables and fruit do not change.

2.2. Calculation of cost of set of nonfoods

2.2.1. The nonfoods entering sets are united in groups:
