About approval of Rules of issue of permissions to the admission in operation of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply and the heatconsuming installations and about introduction of amendments to some acts of the Government of the Russian Federation

1. Approve enclosed:

Rules of issue of permissions to the admission in operation of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply and the heatconsuming installations (further - Rules);

changes which are made to acts of the Government of the Russian Federation.

2. Realization of powers of the federal executive bodies provided by this resolution is performed within the established extreme number of workers of federal executive bodies, and also budgetary appropriations provided by it on management and management in the field of the established functions.

3. Determine that Rules are applied in case of issue of permissions to the admission in operation of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply and the heatconsuming installations according to the applications submitted to authorized body of the executive authority after February 1, 2021.

4. This resolution becomes effective from the date of its official publication, except for provisions of the paragraph of the third Item 12, of Item 22, of the paragraph of the fourth Item 23, of paragraph two of Item 29 and Items 32 - 34 Rules which become effective since January 1, 2022, and is effective till January 1, 2027.

Rules of issue of permissions to the admission in operation of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply and the heatconsuming installations

1. These rules are established:

a) categories of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply, the heatconsuming installations (further - the allowed objects) which require receipt of permission to the admission in operation (further - permission to the admission);

b) procedure, cases and conditions of issue of permission to the admission.

1(1). The admission in operation of the systems of accumulating of electrical energy belonging on the property rights or other legal cause of the network organization intended for issue of electrical energy in its power network and connected to the objects of its electric grid economy used when rendering services in transfer of electrical energy (further - systems of accumulating of electrical energy of the network organization), is performed according to the procedure and on the conditions provided by these rules concerning facilities for production of electrical energy:

for systems of accumulating of electrical energy which established (nominal) capacity in the mode of transformation of the saved-up and kept energy to electrical energy makes 5 MW or more, - in the cases provided by Items 3 and 4 of these rules for facilities for production of electrical energy;

for other systems of accumulating of electrical energy - in the cases provided by Items 3 and 4 of these rules for objects of electric grid economy with the highest class of tension to which such systems are connected.

2. Permission to the admission is entry in the register of permissions to the admission in operation of the power accepting installations of consumers of electrical energy, facilities for production of electrical energy, objects of electric grid economy, objects of heat supply and the heatconsuming installations (further - the register) which certifies compliance of the allowed object and conditions of its operation to the requirements established by regulatory legal acts, stipulated in Item 24 these rules, shown at operational phase of the allowed object.

In cases if the federal executive bodies authorized on implementation of federal state energy supervision (further - bodies of federal state energy supervision), are Russian Foreign Intelligence Service, Federal Guard Service of the Russian Federation, Federal Security Service of the Russian Federation, the Directorial Board for the Special Programs of the President of the Russian Federation and the Ministry of Defence of the Russian Federation, permission to the admission represents the document which certifies compliance of the allowed object and conditions of its operation to the requirements established by regulatory legal acts, stipulated in Item 24 these rules, shown at operational phase of the allowed object.

In these rules service conditions of the allowed object are understood as condition of the equipment, buildings and constructions, the level of readiness of personnel ensuring safety of works at operational phase of the allowed object according to the requirements established by regulatory legal acts, stipulated in Item 24 these rules.

3. Permission to the admission is required for the allowed objects of the following categories and in the following cases:

a) for facilities for production of electrical energy (including on production in the mode of the combined development of electrical and heat energy), objects of electric grid economy and the power accepting installations of consumers of electrical energy (further - the power accepting installations) - in the cases provided by Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons, to power networks, approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technological connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also objects of electric grid economy belonging to the network organizations and other persons to power networks" (further - Rules of technological accession to power networks);

b) for heat supply objects (sources of heat energy, thermal networks) and (or) the heatconsuming installations - in the cases provided by Rules of connection (technological accession) to systems of heat supply, including rules of non-discriminatory access to services in connection (technological accession) to systems of heat supply, approved by the order of the Government of the Russian Federation of July 5, 2018 No. 787 "About connection (technological accession) to systems of heat supply, non-discriminatory access to services in the field of heat supply, change and recognition voided some acts of the Government of the Russian Federation";
