"According to Item 5 of Rules of registration, issue, replacement, delivery, withdrawal and destruction of the passport of the citizen of the Republic of Kazakhstan, the identity certificate of the citizen of the Republic of Kazakhstan, the residence permit of the foreigner in the Republic of Kazakhstan, certificates of the stateless person, the certificate of the refugee and the travel document approved by the order of the Government of the Republic of Kazakhstan of August 26, 2013 No. 852, I order:";

In Rules of registration, filling, accounting, storage, transfer, expenditure, destruction of the form for production of the identity documents (except the certificate of the refugee) approved by the specified order:

state Item 1 in the following edition:

"1. These rules of registration, filling, accounting, storage, transfer, expenditure, destruction of the form certificates of the stateless person, the certificate of the refugee and the travel document approved by the order of the Government of the Republic of Kazakhstan of August 26, 2013 No. 852 are developed for production of identity documents (except the certificate of the refugee) (further - Rules) according to Item 5 of Rules of registration, issue, replacement, delivery, withdrawal and destruction of the passport of the citizen of the Republic of Kazakhstan, the identity certificate of the citizen of the Republic of Kazakhstan, the residence permit of the foreigner in the Republic of Kazakhstan (further - the Resolution) and determine procedure for registration, filling, accounting, storage, transfer, expenditure, destruction of the form for production of identity documents (except the certificate of the refugee).";

"2. In these rules the following basic concepts are used:

1) the form - the typographical form of the strict reporting with number and bar code which is the data carrier which is introduced in the centralized information database of the documentary population of the Republic of Kazakhstan (further - the database) and is used further for the purpose of identification of the personality with the issued documents.

2) the electronic form - the form with number and bar code for production of identity documents (except the certificate of the refugee), is drawn up and filled in by means of information systems "The registration Item "Documentation and Registration of the Population" (further - RP DRN) and "The registration Item "Documentation and Registration of Foreigners" (further - RP DRI);

3) the refugee - the foreigner who owing to reasonable concerns to fall victim of prosecutions on the basis of race, nationalities, religions, nationality, belonging to certain social group or political convictions is out of the country of the civil accessory and cannot use protection of the country or does not wish to use such protection owing to such concerns or the stateless person, being out of the country of the permanent residence or civil accessory which cannot or do not wish to return to it owing to these concerns.";

The field without number "PASSPORT, IDENTITY CERTIFICATE" is filled according to type of the ordered document by putting down of capital Latin letter for the identity certificate and the passport of the citizen of the Republic of Kazakhstan - "N", for the certificate of the stateless person - "And", for the sake of appearances on the foreigner's residence in the Republic of Kazakhstan - "I". 1) In case of execution of the electronic form on receipt of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan:

certificate of birth;

identity certificate of the citizen of the Republic of Kazakhstan;

passport of the citizen of the Republic of Kazakhstan;

the reference of form - 7;

certificate of the stateless person.

2) in case of execution of the electronic form on receipt of the residence permit of the foreigner in the Republic of Kazakhstan:

valid national passport;

residence permit of the foreigner.

3) in case of execution of the electronic form on receipt of the certificate of the stateless person:

the foreign passport with the expired effective period;

certificate of the stateless person;

passport of sample of 1974 (former Union of Soviet Socialist Republics);

military ID;

the certificate of release from places of detention;

the certificate of the termination of nationality of the country of outcome issued by competent authority of the country of outcome;

the certificate of birth (in case of registration to persons up to sixteen years);

the certificate on the return granted by foreign institutions of the Republic of Kazakhstan (when losing the certificate of the stateless person temporarily being located abroad).

4) in case of execution of the electronic form on receipt of the travel document:

refugees:

the certificate of birth (in case of receipt of the travel document by the refugees who did not reach 16 years);

certificate of the stateless person;

foreign passport;

the certificate of the refugee with effective period of the status of the refugee at least 3 months on the date of application;

the expelled persons:

certificate of the stateless person;

foreign passport;

readmissiruyemy persons:

birth record;

certificate of birth;

certificate of the stateless person;

foreign passport.";

add with Item 28-1 of the following content:

"28-1. In case of execution of the electronic form on issue of the travel document in the field "type of the ordered document" is automatically put down capital Latin letter "B".

In case of documentation of refugees in the field "nationality" is specified the 991 refugees code according to the reference book.";

"31. Filling of the electronic form in RP DRN, RP DRI is made by the following codes:

"00" issue of identity documents, to children up to 16 years;

"01" achievements of 16-year age;

"03" change by the foreigner who is constantly living in the Republic of Kazakhstan, the countries of nationality;

"04" change of surname, name, middle name (in case of its availability);

"05" change of birth date;

"06" inaccuracy of record;

"07" unfitness of the document for further use;

"08" change by the citizen of the Republic of Kazakhstan of the nationality;

"09" loss of identity documents (except the passport of the citizen of the Republic of Kazakhstan);

"10" change of registration address;

"11" in case of primary documentation of foreigners the, or persons without citizenship, and also in case of documentation of citizens of the Republic of Kazakhstan who showed the passport of the former USSR of sample of 1974 or its recovery on loss or certificates of birth to the persons 18 years of age or over petitioning for the first time for issue of identity documents to them.

"17" receipt of identity documents for the first time, based on the available identity certificate or the passport of the citizen of the Republic of Kazakhstan;

"18" expiration of identity documents.";

"33. When filling the electronic form it is necessary to be guided by the following:

the codes "00", "01" - according to the shown certificate of birth having IIN, or to the certificate of birth with the insert to it with the appropriated IIN identification of the personality on IIN in the database is made.

If the documented face before achievement of 16-year age by it received the identity document, when filling the electronic form on achievement of 16-year age in the basis data of earlier issued document are specified.

the 05 code - is specified in case of change of birth date. Number, date and body of issue of the certificate on change of adjusting data, the repeated certificate of birth (in case of their availability), number and date of the conclusion of law-enforcement body about change of birth date are entered by the authorized employee in the field "additional basis".

Execution of the request for documentation of foreigners by the 04 and 05 codes is performed according to the national passport of the foreigner, number, date and body of issue of the national passport of the foreigner are entered by the authorized employee in the field "additional basis" of the electronic form, at the same time the personality on accounting of law-enforcement bodies and Committee on legal statistics and special accounting of the Prosecutor General's Office of the Republic of Kazakhstan is performed (further - КПСиСУ);

the 07 code - is specified in cases of unfitness of the document to use (spoil, decay, technical defects, use of all pages of the passport of the citizen of the Republic of Kazakhstan, lack of IIN in the identity document, etc.). The basis of execution of the electronic form data of the unsuitable document register, and in the field "additional information" is specified the specific reason of invalidity of the document. the 10 code - is specified in case of change of registration address if in the identity document, the complete legal address (the area, the city, the area, the street, the house, the apartment) which does not correspond to new registration address is specified, its replacement is required.

Before execution of the electronic form registration by means of information system RP DRN and RP DRI is made;

"11" - it is specified in case of primary documentation of foreigners the, or persons without citizenship, and also in case of documentation of citizens of the Republic of Kazakhstan who showed the passport of the former USSR of sample of 1974 or its recovery on loss or certificates of birth to the persons 18 years of age or over petitioning for the first time for issue of identity documents to them;

the 12 code - is specified in case of acceptance in nationality of the Republic of Kazakhstan, the basis for filling of the electronic form is the certificate of acceptance of nationality of the Republic of Kazakhstan. Number of the Decree or the conclusion of law-enforcement bodies about acceptance of nationality of the Republic of Kazakhstan in the simplified procedure is specified in the field "additional basis";

the 13 code - is specified when losing the passport of the citizen of the Republic of Kazakhstan, registration number and date of the petition from the citizen about recovery of the lost passport, are entered into the field "additional basis".

Documentation by the travel document by codes is not performed:

refugees - "00-03", "08", "10", "12-17";

persons which are subject to readmission and expulsion out of limits of the Republic of Kazakhstan - "00-10", "12-18".";

appendix 2 to Rules to be reworded as follows according to appendix 1 to this order;

appendix 8 to Rules to be reworded as follows according to appendix 2 to this order.

2. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Internal Affairs of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
