For the purpose of full strategy implementation of development of agricultural industry of the Republic of Uzbekistan for 2020 - 2030, provision of evidence-based information and modern services to subjects of entrepreneurship, widespread introduction of scientific achievements and innovations in production, ensuring close integration of education, science, production and system of rendering agrarian services:
1. Approve the Concept of priority development of system of knowledge and innovations in agricultural industry in 2021 - 2025 (further - the Concept) according to appendix No. 1.
2. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 13.03.2026 No. UP-40
3. Form Coordination council on ensuring close integration of education, science and production in the field of agricultural industry (further - Coordination council) and to approve its structure according to appendix No. 2.
To coordination council (Sh. M. Ganiyev):
provide mutual cooperation of the public research and highest educational institutions of all types conducting scientific researches and preparing personnel in the field of agricultural industry and its industries;
it is effective to organize work on retraining and advanced training of specialists of the sphere of agricultural industry;
provide enhancement on system basis of the state educational standards, curricula and programs of the highest, average special and professional educational institutions on the basis of requirements and the best foreign practices in the field of agricultural industry;
approve the annual plan of work and indicators of efficiency evaluation of activities of research establishments in the field of agricultural industry;
adjust practice of the conclusion of agreements between research establishments and agricultural clusters for the purpose of commercialization of results of scientific research, implementations of achievements of science in production, search of the scientific problem resolution of production in the field of agricultural industry.
Approve the list of the ministries, departments and economic associations assigned to research institutions according to appendix No. 3.
4. Determine that:
The Uzbek academy of agricultural sciences under the Ministry of Agriculture (further - Academy) is working body of Coordination council;
The academy performs direct management of activities of research establishments of the system, adjusts joint operation with research establishments in the directions of livestock production, spheres of forest, water economy and silkworm breeding, coordinates scientific and innovative activities of the highest and professional educational institutions in the field of agricultural industry
.5. Implement, since 2021, the following procedure for forming and financing of orders for scientific research and innovative works in the field of agricultural industry:
a) The coordination council till April 1, 2021 develops and publishes the Research program of the scientific problem resolution in the priority directions, global, regional and territorial problems of the sphere of agricultural industry the next five years (further - the five-year program).
The five-year program is created on the basis of offers of departments, associations, other organizations in the field of agricultural industry, public authorities on places, research establishments, subjects, including the rendering services in the field of agricultural industry, including agro-industrial clusters, cooperations, farmer and Dehkan farms;
b) the directions provided in the five-year program are represented to the Agency of innovative development under the Ministry of the higher education, science and innovations for forming of the state order on scientific projects in the field of agricultural industry;
c) projects implementation, provided by the five-year program, and also offered by subjects of agricultural industry, not financed or not completely financed from the budget, and other tasks is performed by Fund for support of development of science and innovations in agricultural industry under Academy (further - Fund)
