1. 2. To provide to department of the higher and postgraduate education of the Ministry of Education and Science of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Education and Science of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard rules of organization activity of education, realizing educational programs of the higher and (or) postgraduate education

Chapter 1. General provisions

1. These Standard rules of organization activity of the higher and (or) postgraduate education (further - Rules) are developed according to subitem 11-1) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education" (further – the Law "About Education") and determine procedure for organization activity of education, realizing educational programs of the higher and (or) postgraduate education irrespective of patterns of ownership and departmental subordination.

2. The higher and (or) postgraduate education is provided by the organizations of the higher and (or) postgraduate education (further – OVPO) the following types: national research universities, the national organizations of the higher and (or) postgraduate education, research universities, universities, academies, institutes and equated to them (conservatory).

3. OVPO task – training with the higher and postgraduate education by creation of necessary conditions for development of the educational programs directed to professional formation and development of the personality on the basis of achievements of science and practice.

4. OVPO perform the activities according to the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan "About education" of July 27, 2007, "About science" of February 18, 2011, "About non-profit organizations" of January 16, 2001, "About joint-stock companies" of May 13, 2003, "About commercialization of scientific and (or) scientific and technical activities" of October 31, 2015, "About anti-corruption" of November 18, 2015 and other regulatory legal acts of the Republic of Kazakhstan regulating educational and scientific activities and also these rules and the charter.

Military, special educational institutions (further - VSUZ) perform the activities taking into account features of the regulatory legal acts approved according to article 5-1 of the Law "About Education".

Chapter 2. Procedure for organization activity of education, realizing educational programs of the higher and (or) postgraduate education

5. Control of OVPO is exercised according to the legislation of the Republic of Kazakhstan, these rules and the charter of OVPO on the principles of one-man management and collective nature.

Control ВСУЗом is exercised according to the legislation of the Republic of Kazakhstan, Rules of activities of VSUZ and charter ВСУЗа.

6. Governing bodies in OVPO depending on their form of business and pattern of ownership are the boards of directors or other governing bodies which creation does not contradict the legislation of the Republic of Kazakhstan.
