About compensation of the government employees and workers performing maintenance
In pursuance of the Law on wages system in the budget sphere No. 355-XVI of December 23, 2005. (The official monitor of the Republic of Moldova, 2006, No. 35-38, of the Art. 148) DECIDES: the Government
1. Establish:
official pay rates of government employees according to appendices No. 1-3;
official pay rates of the workers performing maintenance according to appendix No. 4.
The forks of official pay rates specified in appendices No. 1-3, are established for the workers having the higher education. For persons which do not have necessary preparation, forks of official pay rates are applied with 0,85 coefficient.
2. Official pay rates for separate employee categories are established with observance of the conditions specified in appendix No. 5.
3. Provisions of this Resolution extend to persons having the status of the government employee and on the workers performing maintenance and providing activities of bodies of the central and local public authority, the Constitutional court, degrees of jurisdiction and prosecutor's office.
4. Compensation of persons holding responsible state positions is performed according to the work payment terms specified in Articles 6-8 and part (4) article 29 of the Law No. 355-XVI of December 23, 2005 and in the sizes provided in appendices No. 2, 3 and 9, taking into account subitem f provisions) parts (1) article 36 of the specified Law.
4-1. Compensation of personnel of office of persons holding responsible state positions is performed according to the work payment terms specified in Article 8-1 and in part (4) article 29 of the Law No. 355-XVI of December 23, 2005, and in the sizes provided in appendix No. 12 to the law.
5. 6. Allowances for the class rank (special rank) and for long service in the following procedure are paid to government employees:
the allowance for the class rank (special rank) is paid monthly in the sizes specified in appendix No. 6.
The allowance is paid for time which is actually fulfilled in positions on which class ranks are appropriated.
In case of transition (irrespective of the reasons) to other state position, is lower than position according to which the class rank was appropriated, payment of the allowance is made for earlier appropriated class rank;
the length-of-service allowance is paid monthly as a percentage to official pay rate taking into account the monthly allowance for the class rank respectively actually to worked time in the following sizes:

8. The government employee having academic degree of the doctor of habilitat or the doctor of science in the specialty corresponding to the carried-out service duties and conducting scientific and methodical occupational work, the allowance for academic degree is established in the amount of 50 percent of the allowance established to persons having academic degree from among professorial structure and scientific researchers. These allowances are established annually based on the report on results of scientific activities of person having academic degree in prior year on the proposal of certifying commission of the relevant state body.
The allowance is paid for academic degree in proportion to worked time within the normal daily duration of working hours.
9. To persons to whom the honorary title "national" or "deserved" is given the allowance for honorary title respectively in the amount of 200 and 100 lei is established.
10. To the government employee and workers performing maintenance, left banks of Dniester the Saltworks of the area Aneny Noy sat down and the villages of Kopanka and Hadzhimus of the area Keushen the allowance at the rate to 30% of official pay rate is established.
11. According to article 31 of the Law No. 355-XVI of December 23, 2005:
for accomplishment in the mode of high efficiency of tasks of special value for society by the government employee of the Office of Parliament, the Office of the President of the Republic of Moldova and Government office establishes monthly allowances in the amount of 20 percent of official pay rate taking into account the allowance for the class rank and length of service;
for accomplishment of the extra works connected with development, generalization and monitoring of national programs and strategy, the government employee of central offices of the Ministry of Economics, Ministry of Finance, Ministry of Justice, Ministry of Health and the Ministry of Labour, Social Protection and Family establishes monthly allowances in the amount of 20 percent of official pay rate taking into account length-of-service allowance;
before entry into force of part (2) article 16 of the Law No. 355-XVI of December 23, 2005 regarding assignment for awarding of government employees of bodies of the central public management for accomplishment of additional amount of work in limited terms by the government employee of National cash desk of social insurance establishes the allowance to official pay rate in the amount of 20%.
12. For storage of the state secret concerning the facts, data or documents which became known in connection with execution of service duties, government employees who have continuous access to the state secret receive the monthly allowance at the rate to 20 percent of official pay rate.
Categories of the government employees having the right to this allowance and its specific sizes are as a percentage established by the Government.
13. Heads of the central and local authorities of the public power, the Constitutional court, degrees of jurisdiction and prosecutor's offices are granted the right:
establish the government employee (except for government employees of the Center for fight against economic crimes and corruption, the Main state tax authorities and Customs Service) and to the workers performing maintenance of relevant organs, except for workers, the allowance for high professional competence, intensity of work and also for accomplishment of separate especially important tasks at the rate to 50 percent of official pay rate taking into account length-of-service allowance. For payment of the allowance to use means of 30 percent from the amount of the official pay rates established according to the staff list taking into account length-of-service allowance and also economy of fund of compensation of the relevant state bodies.
The government employee of the Center for fight against economic crimes and corruption, the Main state tax authorities and Customs Service since October 1, 2008 will pay allowances for special working conditions, for intensity of work, and also for accomplishment quickly of especially important special tasks with use for this purpose of 0,4 of % of the monthly salary fund estimated from basic salaries.
For encouragement of customs officials, including leading employees who reveal cases of customs offense participate in identification and suppression of the scheme of evasion from payment of customs duties, take measures for the prevention and suppression of smuggling, financial resources in the amount of, not exceeding 30% of the amount of official pay rates and allowances established according to the current legislation are allocated.
For the government employees and workers performing maintenance of the Office of Parliament, the Office of the President of the Republic of Moldova, Government office, Audit Chamber, the Constitutional court, degrees of jurisdiction, prosecutor's offices of the central bodies of public management and their territorial subdivisions the specified means will be provided since July 1, 2006, and for the government employees and workers performing maintenance of bodies of local public authority this allowance in 2006-2011 will be established due to economy of means on the salary fund of the relevant state bodies;
establish to the state employee contractors and workers performing maintenance of surcharge for fulfillment of duties of temporarily absent worker in the amount of at least 50 percent of official pay rate of the absent worker.
The specific amount of surcharge is established proceeding from actually carried out amount of works.
Surcharges for accomplishment of obligations of temporarily absent heads to their regular deputies are not made;
award monthly government employees and workers performing maintenance of relevant organs, except for workers, allocating annually for these purposes of funds in the amount of 6 monthly salary funds estimated proceeding from official pay rates taking into account length-of-service allowance.
The specific sizes of awards are established depending on personal deposit of each worker and not limited.
For government employees of the Office of Parliament, the Office of the President of the Republic of Moldova, Government office, Audit Chamber, the Constitutional court, the Center for fight against economic crimes and corruption, the Main State Tax Service, Customs Service and Financial inspection, and also for the workers performing maintenance of all bodies of the public power, awarding is performed monthly since December 1, 2005, monthly using on these purposes of means in the amount of 50 percent of the salary fund estimated from official pay rates taking into account length-of-service allowance.
