Question of provision of soft mortgage loans to internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of the grant provided by Credit institute for recovery (KfW);

Procedure for preferential mortgage lending of internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states;

Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of loan of Development bank of the Council of Europe.

2. Item 5 of the Procedure for the alienation of objects of state-owned property approved by the resolution of the Cabinet of Ministers of Ukraine of June 6, 2007 No. 803 (The Official Bulletin of Ukraine, 2007, No. 43, Art. 1714; 2019, No. 86, the Art. 2903) to add with the subitem 8 of the following content:

"8) property, objects of the residential real estate, the property right to which is acquired by the Public specialized financial institution "State Fund of Assistance to Youth Housing Construction" and its regional governments and the Mortgage center in Kiev and Kiev region in connection with realization of the right of the pawnbroker.".

Procedure for use of the means provided in the Government budget for project implementation "Premises for internally displaced persons" at the expense of means of the grant provided by Credit institute for recovery (KfW)

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the "Provision of Soft Mortgage Loans to Internally Displaced Persons" and "Return of the Loans Granted from Special Fund of the Government Budget to Internally Displaced Persons on Acquisition of Housing" programs (further - budgetary funds), within implementation of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Federal Republic of Germany about financial cooperation (assignment of 2016) (the "Premises for Internally Displaced Persons" project, No. 1037-IX made on June 3, 2020 in Kiev, ratified by the Law of Ukraine of December 2, 2020, and the Grant and Project Agreement between the Cabinet of Ministers of Ukraine on behalf of the Ministry of questions of reintegration of temporarily occupied territories of Ukraine ("Receiver") and the State fund of assistance to youth housing construction ("The organization - the Contractor of the Project) and KfW, Frankfurt am Main ("KfW") (further - the Grant and Project Agreement) concluded on December 28, 2020, and also changes and amendments to it.

Project implementation "Premises for internally displaced persons" is enabled to the solution of question of provision of housing for the internally displaced persons registered in the register list of candidates within the available means of grant. In case of absence in the register list of candidates of applicants who apply for receipt of the credit grant means are enlisted in special fund of the government budget and go to the solution of housing questions of internally displaced persons.

2. In this Procedure terms are used in the value given according to the procedure of preferential mortgage lending of internally displaced persons at the expense of means of the grants and loans granted by the international financial institutions, the international organizations and foreign states, No. 451 approved by the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021.

3. The main manager of budgetary funds and the executive in charge of the budget program is Minrazvitiya.

4. Receiver of budgetary funds and the organization contractor of the "Premises for Internally Displaced Persons" project is the Public specialized financial institution "State Fund of Assistance to Youth Housing Construction" (further - financial institution).

5. The purpose of use of budgetary funds is providing internally displaced persons with housing.

Budgetary funds go to provision to internally displaced persons of soft mortgage loans on acquisition of housing in the amount of and on conditions, the internally displaced persons identified by Procedure for preferential mortgage lending at the expense of the means of grant provided by the Credit institute for recovery (KfW) approved by the resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 451.
