About approval of the List of regulated services (goods, works) of subjects of natural monopolies

According to Item 2 of article 4 of the Law of the Republic of Kazakhstan of July 9, 1998 "About natural monopolies and the controlled markets" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed List of regulated services (goods, works) of subjects of natural monopolies.

2. Recognize to invalid:

1) the order of the Government of the Republic of Kazakhstan of December 30, 2003 No. 1348 "About approval of the nomenclature of services of the airports on which the prices regulated by the state" (by SAPP of the Republic of Kazakhstan, 2003, No. 49, the Art. 562) are applied;

2) the order of the Government of the Republic of Kazakhstan of October 15, 2004 No. 1064 "About approval of the nomenclature of services of the telecommunications and services which are technologically connected with provision of services of telecommunications on which the prices regulated by the state" (by SAPP of the Republic of Kazakhstan, 2004, No. 38, the Art. 503) are applied;

3) the subitem 2) Item 1 of the order of the Government of the Republic of Kazakhstan of January 26, 2005 No. 63 "About modification and amendments in the orders of the Government of the Republic of Kazakhstan of November 28, 2003 No. 1194 and of December 30, 2003 No. 1348" (SAPP of the Republic of Kazakhstan, 2005, No. 4, the Art. 34).

3. This resolution becomes effective from the date of signing and is subject to publication.

List of regulated services (goods, works) of subjects of natural monopolies

1. In the field of oil transportation and (or) oil products on bulk distribution lines:

oil transportation service on bulk distribution lines:

1) operator activities for single routing;

2) transfer of oil on system of the bulk distribution line;

3) discharge of oil from cistern cars;

4) filling oil in cistern cars;

5) filling oil in the tanker;

6) discharge of oil from truck tanks;

7) filling oil in truck tanks;

8) oil storage;

9) oil transfer;

10) oil mixing.

2. In the field of storage, transportation of commodity gas on connecting, trunk gas pipelines and (or) gas-distribution systems, operation of group reservoir installations, and also transportation of sour gas through connecting gas pipelines:

1) transportation of commodity gas through connecting gas pipelines;

2) transportation of commodity gas on trunk gas pipelines;

3) transportation of commodity gas on gas-distribution systems for consumers of the Republic of Kazakhstan;

4) transportation of the liquefied gas through gas pipelines from group reservoir installation to the crane on input of the consumer;

5) storage of commodity gas;

6) transportation of sour gas through connecting gas pipelines.

3. In the field of transfer and (or) distribution of electrical energy:

transfer and (or) distribution of electrical energy.

4. In the field of production, transfer, distribution and (or) supply with heat energy:

production of heat energy;

transfer and distribution of heat energy;

supply with heat energy;

production, transfer and distribution of heat energy;

production, transfer, distribution and (or) supply with heat energy.

5. In the field of technical scheduling of leave in network and consumption of electrical energy:

technical scheduling of leave in network and consumption of electrical energy.

5-1. In the field of the organization of balancing of production consumption of electrical energy:

organization of balancing of production consumption of electrical energy.

6. In the field of the high-level railway networks:

provision in use of the high-level railway system;

organization of the omission of railway vehicles for the high-level railway system;

provision in use of the high-level railway system and the organization of the omission of railway vehicles for it.

6-1. In the field of provision of services of railway tracks with objects of rail transport under agreements of concession:

7. In the field of sidings:

provision of siding for journey of railway vehicles on condition of lack of competitive siding;

provision of siding for shunting works, loading unloading, other technological transactions of transportation process, and also for the parking of railway vehicles, unforeseen technological transactions of transportation process on condition of lack of competitive siding.

8. In the field of air navigation:

1) aeronautical servicing of aircrafts in airspace of the Republic of Kazakhstan, except for aeronautical servicing of the aircrafts performing the international flights;

2) aeronautical servicing of aircrafts around airfield, except for aeronautical servicing of the aircrafts performing the international flights.";

9. In the field of ports, the airports:

1) services of seaport:

the handling works performed by forces and means of seaport; services for calling of the vessel seaport for production of cargo operations and/or other purposes with the subsequent exit from port (vessel call);

2) services of the airports:

ensuring take off and landing of the aircraft, except for servicing of the air transportation performing transit flights through airspace of the Republic of Kazakhstan with implementation of technical landings at the airports of the Republic of Kazakhstan in non-commercial purposes;

ensuring aviation safety, except for servicing of the air transportation performing transit flights through airspace of the Republic of Kazakhstan with implementation of technical landings at the airports of the Republic of Kazakhstan in non-commercial purposes;

provision of the parking lot to the aircraft over three hours after landing for passenger and six hours for the cargo and passenger-and-freight certified types of aircrafts in the presence of the loads (mail) which are subject to processing (loading and/or unloading) at the airport of landing, except for servicing of the air transportation performing transit flights through airspace of the Republic of Kazakhstan with implementation of technical landings at the airports of the Republic of Kazakhstan in non-commercial purposes;

provision of the parking lot to the aircraft on depot aerodrome;

provision of workplace (area) for registration of passengers

10. In the field of telecommunications on condition of absence of the competitive telecom operator because of technological impossibility or economic inexpediency of provision of these types of service:
