About the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help for 2006

For the purpose of implementation of the Law of the Kyrgyz Republic "About protection of public health in the Kyrgyz Republic", improvements of availability of the population to medical services, increases in efficiency of mechanisms of social protection of vulnerable national groups, providing the rights of citizens of the Kyrgyz Republic to health protection the Government of the Kyrgyz Republic decides:

1. Approve enclosed:

- The program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help for 2006;

- Regulations on copayment for the medical services provided by the organizations of health care working in system of the Single payer over the amount of financing of the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help for 2006;

- Regulations on special means of the organizations of health care working in system of the Single payer for 2006;

- Regulations on the funds of compulsory medical insurance allocated for program implementation of the state guarantees on providing citizens of the Kyrgyz Republic with the medical and sanitary help.

2. To the Ministry of Economics and finance of the Kyrgyz Republic, to Social fund of the Kyrgyz Republic, city administration Bishkek to provide execution of the State Budget of 2006 on health care and compulsory medical insurance in full.

3. To provide to the Ministry of Health of the Kyrgyz Republic accomplishment of the Program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help for 2006.

4. Determine that the amount of copayment in case of hospitalization for medicines, the food and separate types of medical services provided over the amount of financing according to the Program of the state guarantees in 2005 approved by the order of the Government of the Kyrgyz Republic of February 26, 2005 No. 110 "About the Program of the state guarantees of the medical and sanitary help to citizens of the Kyrgyz Republic for 2005" are effective before entry into force of this resolution.

5. Recognize invalid paragraphs the fourth and fifth Item 1 of the order of the Government of the Kyrgyz Republic of February 26, 2005 as No. 110 "About the Program of the state guarantees of the medical and sanitary help to citizens of the Kyrgyz Republic for 2005".

6. Publish this resolution in mass media.

7. This resolution becomes effective from the date of official publication.

8. To impose control over the implementation of this resolution on management of social and cultural development of the Office of the Prime Minister of the Kyrgyz Republic.

The program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help for 2006

I. General provisions

The program of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help (further - the Program of state guarantees) provides realization of the rights of citizens of the Kyrgyz Republic to receipt of the medical and sanitary help in the organizations of health care irrespective of the patterns of ownership participating in this program.

The program of state guarantees for 2006 provides social protection of citizens of the Kyrgyz Republic on protection and strengthening of health and is developed according to the legislation of the Kyrgyz Republic in the field of health care, and also within the National program of reform of health care "Manas taaly" for 2006-2010.

The program of state guarantees determines amount, types and conditions of rendering the medical and sanitary help free of charge and on favorable terms according to the amounts of financing of health care sector for 2006 from:

- government budget;

- the funds of compulsory medical insurance allocated for implementation of the Basic program of compulsory medical insurance.

II. Types of the medical and sanitary help

The program of state guarantees provides the following types of the medical and sanitary help:

- emergency medical service;

- primary health care;

- specialized medical care in out-patient conditions;

- provision of medicines in out-patient conditions;

- specialized medical care in hospitals of wide profile;

- dental help.

2.1. Emergency medical service

Emergency medical service - type of the medical care provided to patients according to vital indications. Emergency medical service is provided to patients in case of the condition requiring urgent medical intervention (accident, injury, poisoning, in case of condition, life-threatening the citizen or surrounding his faces, caused sudden sharp or exacerbations of chronic diseases, in case of childbirth and complications of pregnancy).

Emergency medical service is provided to citizens of the Kyrgyz Republic free of charge.

2.2. Primary health care

Primary health care is the basic type of medical attendance, available to each citizen.

The primary health care given by paramedics of medical and obstetrical centers (further - medical and obstetrical center), family doctors, doctors of Groups of family doctors (further - GSV), general practitioners, is provided serviced (to the attributed to GSV, family doctors) to citizens of the Kyrgyz Republic free of charge in the following amount:

Prevention:

- holding actions for protection and strengthening of health, to forming of healthy lifestyle;

- training of patients and members of their families in the self-checking most and mutual assistance.

Diagnostics:

a) survey of the patient;

b) basic laboratory and diagnostic testings in the presence of the direction from the paramedic of medical and obstetrical center, the doctor of GSV, the family doctor, the general practitioner:

- general blood test;

- general analysis of urine and microscopy of uric deposit;

- microscopy of urethral dab;

- microscopy of vaginal dab;

- analysis of phlegm (dab microscopy);

- determination of sugar in blood;

- determination of sugar in urine;

- ECG.

Treatment:

- rendering emergency medical service;

- immobilization;

- purpose of drug treatment;
