About approval of Rules of the organization and carrying out appeal of citizens on military service

1. Approve the enclosed Rules of the organization and carrying out appeal of citizens on military service.

2. Recognize to invalid:

1) the order of the Government of the Republic of Kazakhstan of May 6, 1996 No. 559-29s;

2) the order of the Government of the Republic of Kazakhstan of January 22, 2003 No. 76 "About approval of Rules of training of youth for military service and carrying out appeal of citizens on compulsory military service" (SAPP of the Republic of Kazakhstan, 2003, No. 3, the Art. 34);

3) Item 5 of Changes and additions which are made to some decisions of the Government of the Republic of Kazakhstan, approved by the order of the Government of the Republic of Kazakhstan of July 21, 2005 No. 761 "About some questions of registration of the population of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2005, No. 31, the Art. 404).

3. This resolution becomes effective after ten calendar days after its first official publication.

Rules of the organization and carrying out appeal of citizens on military service

Chapter 1. Basic provisions

1. These rules of the organization and carrying out appeal of citizens on military service (further - Rules) are developed according to the Law of the Republic of Kazakhstan of July 8, 2005 "About conscription and military service" (further - the Law).

2. These rules determine:

1) procedure for the organization and carrying out appeal of citizens on conscription military service;

2) procedure for the organization and carrying out appeal on military service of reserve officers;

3) procedure for the organization and carrying out appeal on military charges;

4) procedure for the organization and carrying out appeal on mobilization and in wartime.

Chapter 2. Procedure for the organization and carrying out appeal of citizens on conscription military service

3. The appeal of citizens on conscription military service is performed according to Item 1 of article 23 of the Law.

4. Local executive bodies within the competence will organize and provide execution of the legislation concerning conscription and military service.

5. According to the Law for the organization and carrying out appeal of citizens on conscription military service in areas (the cities of regional value) the decision of local executive body creates district (the cities of regional value) the draft commissions.

6. On district (the cities of regional value) the draft commissions are assigned:

the organization of medical examination of the recruits and citizens arriving in military educational institutions;

decision making about appeal on conscription military service and purpose of recruits by types and types of military forces of Armed Forces, other troops and military forming of the Republic of Kazakhstan;

provision of delays and release from appeal on conscription military service of citizens according to Articles 27, 28 Laws.

7. Heads of the organizations of education and other organizations, irrespective of patterns of ownership, recall recruits from business trips (leaves), organize their notification and provide timely arrival on recruiting station.

the emergency situations of natural and technogenic nature (earthquake, mudflow, avalanche, flood, the fire and another) which deprived of the citizen of opportunity personally to arrive.

The reasons of absence shall be supported by the relevant documents.

12. The procedure for medical examination of recruits and structure of medical commissions are determined according to the legislation.

the recruits working in the organizations connected with release of the rocket, aircraft, armored equipment and radio engineering equipment go for completing of the corresponding types and types of military forces;

for completing of regime and special parts the recruits who are previously selected in the specified teams go;

for completing of airborne troops selection of recruits first of all from among athletes-parachutists is performed. Recruits shall have education not below average, good physical development (height at least 170 cm);

the recruits who ended mathematical physical and engineering economics departments, go to radio engineering, anti-aircraft missile parts, parts of communication of all types of Armed Forces, other troops and military forming of the Republic of Kazakhstan;

the recruits who graduated faculties of mechanization and electrification of agricultural industry go to tank, air, anti-aircraft missile units and parts of civil defense of the Ministry of Emergency Situations of the Republic of Kazakhstan, internal troops of the Ministry of Internal Affairs of the Republic of Kazakhstan;

the recruits who graduated architectural, art and film technical faculties go to engineer parts;

the recruits who graduated medical and pharmaceutical faculties go to Armed Forces, other troops and military forming of the Republic of Kazakhstan to medical and pharmaceutical positions respectively;
