Regulations on procedure for content of casino

1. This Provision is developed based on item 4 of the Regulations on implementation of activities in the field of the gaming in the territory of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of January 10, 2005 No. 9 (The national register of legal acts of the Republic of Belarus, 2005, No. 5, 1/6157), and establishes the main requirements to content of casino in the Republic of Belarus.

2. Legal entities and individual entrepreneurs have the right to contain casino only after receipt of special permission (license) for implementation of activities in the field of gaming in the presence of its component of works and services - content of the casino (daleelitsenziya) issued by the Ministry of Sport and tourism.

3. Activities for content of casino are performed in gambling institutions which location is specified in the license.

4. The legal entities and individual entrepreneurs containing casino use the game tables registered in tax authorities in accordance with the established procedure and belonging to them on the property right (economic maintaining). Notarially certified copy of the registration certificate of total quantity of game tables is stored in their location. Change in casino of total quantity of game tables is allowed only after their registration in tax authorities with issue of the new certificate in exchange earlier granted.

Stay in casino of the game tables which are not registered in tax authorities and (or) not belonging to the legal entity or the individual entrepreneur containing casino on the property right (economic maintaining), is forbidden. The cash amount passing on turnover unregistered and (or) not belonging to the legal entity or the individual entrepreneur containing casino on the property right (economic maintaining) of game table, is considered the hidden income and is subject to collection in the budget according to the legislation.

5. Legal entities and individual entrepreneurs for the organization of game on tables in casino use counters (chips).

Nominal value of counter (chip) is caused on its surface in case of production. On surface of counter (chip) also drawing the trademark is allowed. The legal entities and individual entrepreneurs containing casino provide protection of the used counters (chips) against counterfeits. Counters (chips) share on game and cost.

6. Cost counters (chips) are transferred to cash desk of casino to person, materially responsible for safety and use of counters (chips).

7. Legal entities and individual entrepreneurs shall record counters (chips) for the beginning and the end of the working day (change) in the magazine which shall be strung together, numbered, under seal also the signature of the head of the legal entity or individual entrepreneur.

The magazine is kept materially responsible for safety and use of counters (chips) by person.

8. Issue and return to cash desk of cost counters (chips) is made materially responsible for safety and use of counters (chips) by person according to transfer sheets of the established form. Corrections in forms of transfer sheets are not allowed. Transfer sheets are considered in financial accounting as forms of the strict reporting.

Responsibility for the correct execution of transfer sheets on issue and return of counters (chips) is assigned to the shift supervisor (division manager).

9. Issue to employees of casino of cost counters (chips) is performed at the beginning of the working day (change) in quantity, necessary for the organization of game, with filling of the transfer sheet of form 25-FS in which are specified date of issue, the name of table, quantity of counters (chips) of each nominal, nominal value of counters (chips), the amount in ruble equivalent. The specified transfer sheet is signed by the cashier, the croupier (dealer) and the shift supervisor (division manager). Issue of counters (chips) for each table is drawn up by the separate transfer sheet. In need of counter (chips) are issued in addition during the working day (change) according to the procedure, established for issue of counters (chips) at the beginning of the working day (change).

10. Return of cost counters (chips) is performed at the end of the working day (change) in cash desk according to transfer sheets of form 24-FS by person who received them at the beginning of the working day (change) according to the procedure, stipulated in Item the 9th this provision. In need of counter (chips) return to cash desk during the working day (change) in that order.

11. Movement of counters (chips) on game table in the course of the game from the player to the croupier and vice versa is not drawn up.

12. Person, materially responsible for safety and use of counters (chips), registers transfer sheets in the magazines numbered, which are strung together and the legal entity under seal or the individual entrepreneur containing casino.

Entries in magazines are made daily (every shift) in chronological procedure, accurately, without blots. Numbering of transfer sheets in the magazine shall be end-to-end.

Correction of records is performed as follows: "record number such is invalid" and further the correct version of data.

Deletion of earlier made wrong or inexact records, their correction with indication of "Corrected to trust" or "Corrected truly" it is not allowed.

13. In casino the license and the regulations on casino approved by the head of the legal entity or the individual entrepreneur containing casino in which relations between visitors and employees of casino are regulated is in a visible place hung out.

14. The list of services for which provision calculation with cost counter (chip) is possible is determined by the head of the legal entity or the individual entrepreneur containing casino, independently and hung out for acquaintance of visitors.

15. Persons which did not reach 18-year age are not allowed to participation in gamblings in casino.

16. For game on each table are established in conventional units or Belarusian rubles of rate (minimum and maximum), approved by the order of the head of the legal entity or the individual entrepreneur. Information on rates is exposed on each table on special tablets or hung out for the overview. The size of rates for game in the limits set in casino is determined by visitors independently.

17. In the presence at the legal entity and the individual entrepreneur containing casino in one room with casino of restaurant and (or) bar calculation for the services rendered by them by cost counters (chips) acquired by visitors in cash desk or won in casino is allowed. At the same time the following procedure of payments is established:

Employees of restaurant or bar (bartender, waiter):

receive from the player cost counters (chips) in payment for the provided services, count them,

determine cash equivalent;

beat out the check for the necessary amount on the cash register;

hand to the visitor the cash register receipt together with the receivable amount of delivery in cash. At the end of the working day (change) the employee of restaurant or bar who accepted payment of the provided services by cost counters (chips) reports by execution of the relevant reporting documents and delivery of cash and cost counters (chips).

Cost counters (chips) are given in cash desk of casino to person, materially responsible for safety and use of counters (chips).

Person, materially responsible for safety and use of counters (chips):

counts cash amount, due for the handed-over counters (chips);

beats out the cash register receipt for the counted amount (on department "Return") or writes out the payment order;

issues the cash register receipt (payment order) together with money.

18. The cashier of casino shall:

having received cash from the visitor, to count their amount, accurately and it is clear to call it, to put the received money on the place, visible to the visitor;

beat out the check for the necessary amount on the cash summing-up register;

count quantity of cost counters (chips) which are due on cash amount, issue to the visitor the cash register receipt together with receivable cost counters (chips) and the amount of delivery, it is preliminary them having called.

19. The visitor has the right to game in casino in the presence at it cost counters (chips).

20. On tables for card play cost counters (chips) are used.

21. On tables for roulette game game counters (chips) exchanged by employees of casino for cost counters (chips) are used.

Game counters (chips) differ on color. The amount of colors of counters (chips) involved in game is determined by the head of the legal entity or the individual entrepreneur.

Game counters (chips) of certain color are issued to each player. Issue of game counters (chips) of one color to two and more players is not allowed. The player independently determines rate (ruble equivalent) of game counter (chip) by its arrangement on line item with the digital image of size of rate. The quantity of game counters (chips) established on certain line items of the game field is regulated by rules of the game.

22. Game on tables of casino is performed according to statutory rules of game which violation is not allowed.

The croupier shall inform before the game players of rules of the game on tables.

23. At each table during the game there is inspector exercising control of correctness of conducting game and resolving matters of argument and conflict situations. Constant control behind observance of rules of conducting game in casino is exercised also by the shift supervisor (division manager).

24. The result of game is determined after the end of distribution of cards on tables for card play or hit of ball in hole with certain figure on tables for roulette game.

In case of the player's prize counters (chips) in the quantity determined by rules of the game are issued to it.

In case of loss of the player the counters delivered to them are withdrawn for benefit of casino.

25. After the end of game the player has the right to continue game or to exchange counters (chips) for cash. At the same time game counters (chips) exchange on cost counters (chips). Cost counters (chips) are given to the cashier of casino.

26. When closing casino at the end of the working day (change) employees of casino shall: prepare in accordance with the established procedure for delivery cash revenue and payment documents; finish work on the cash register in accordance with the established procedure; fill in the magazine of availability of counters (chips) for the beginning and the end of the working day. The difference by quantity of counters (chips) for the beginning and the end of the working day (change) is reflected in the column "Result". In case the quantity of counters (chips) for the end of the working day (change) exceeds quantity of counters (chips) for the beginning of the working day (change), the result will be positive with the sign "+". In case the quantity of counters (chips) for the end of the working day (change) are less than quantity of counters (chips) for the beginning of the working day (change), the result will be negative with sign" -"; constitute the report for work of casino for the working day (change), count revenue.

27. Revenue for the working day (change) is determined as difference between cash amount, arrived in cash desk for the cost counters (chips) issued to players, and cash amount returned to the player for the cost counters (chips) which are handed over in cash desk.

The difference between cash equivalent of the counters (chips) issued on tables and accepted back in cash desk according to transfer sheets shall equal to revenue amount on the cash summing-up register. The difference between the counters (chips) which are carried away by players for the end of change (positive result of this change) and the casino of the counters (chips) which are carried away earlier by players which arrived in cash desk after the beginning of working shift (negative result of this change) is also taken into consideration.

28. Payments of cash in casino are made only in case of presentation by players of the document proving his identity.

29. Payment to the player of cash in casino is registered in register of payments of cash in form according to appendix.

30. The magazine shall be numbered, strung together and under seal the legal entity or the individual entrepreneur containing casino. When filling the magazine end-to-end numbering is used.

31. The legal entities and individual entrepreneurs containing casino determine rules and measures of internal control behind financial transactions.
