Article 1

Bring in the Federal Law of July 24, 1998 No. 127-FZ "About the state control of implementation of the international motor transportations and about responsibility for violation of procedure for their accomplishment" (The Russian Federation Code, 1998, No. 31, Art. 3805; 2014, No. 48, Art. 6643; 2019, No. 29, Art. 3859; 2020, No. 50, Art. 8043) following changes:

1) in Article 2:

a) add Item 7.9 with the paragraph of the following content:

"The requirement of this Item does not extend to the first drive of the vehicle acquired by carrier and going to the place of permanent use.";

b) in Item 11:

add paragraph two with the words "or card of international route of regular transportations";

Article 2

Bring in the Federal Law of July 13, 2015 No. 220-FZ "About the organization of regular transportations of passengers and baggage by road transport and urban land electric transportation in the Russian Federation and about modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2015, No. 29, Art. 4346; 2018, No. 1, Art. 64; 2020, No. 24, Art. 3740) following changes:

1) Article 2 to add with part 1.1 following of content:

"1.1. The relations on the organization of regular transportations for international routes of regular transportations are governed by the legislation of the Russian Federation in the field of the organization of regular transportations and international treaties of the Russian Federation.";

2) in Article 3:

a) in part 1:

add with Item 3.1 of the following content:

"3. 1) international route of regular transportations - route of regular transportations in borders of the Russian Federation and in borders of one or several foreign states;";

add Item 19 with words ", except for international routes of regular transportations";

add Item 20 with words ", except for international routes of regular transportations";

add with Item 20.1 of the following content:

"20. 1) the card of international route of regular transportations - the document containing data on international route of regular transportations. If international treaties of the Russian Federation provide that regular transportations are performed on permissions, the card of international route of regular transportations is such permission;";

b) add with part 5 of the following content:

"5. The concepts "Russian carrier", "foreign carrier", "permission", "regular passenger international motor transportation" and "transit international motor transportation" are used in the values specified in the Federal Law of July 24, 1998 to No. 127-FZ "About the state control of implementation of the international motor transportations and about responsibility for violation of procedure for their accomplishment".";

To add 3) with Chapter 1.1 of the following content:

"Chapter 1.1. Organization of regular transportations for international routes of regular transportations

Article 3.1. Establishment and change of international route of regular transportations

1. Regular passenger international motor transportations are performed on international routes of regular transportations which establishment and change are performed under approval of authorized federal executive body and competent authorities of foreign states on which territories there pass such routes.

2. Approval of establishment or change of international route of regular transportations is performed by authorized federal executive body:

1) according to the proposal of the Russian carrier having intention to perform or performing regular transportations along such route;

2) according to the offer of competent authority of foreign state in which the foreign carrier having intention to perform or performing regular transportations along such route is registered.

3. Intentions of the Russian and (or) foreign carriers to jointly perform regular transportations on international route of regular transportations are confirmed by the agreement (other document) concluded by the specified carriers in any written form and containing the following data (further - the agreement on joint operation of international route of regular transportations):

1) the name of international route of regular transportations with indication of settlements and the states in which borders stopping points of such route are located;

2) names, the locations of legal entities and (or) surnames, names and if are available, middle names, residences of individual entrepreneurs (for the Russian and foreign carriers), identification taxpayer numbers (for the Russian carriers), postal addresses, contact telephone numbers, e-mail addresses of carriers;

3) the name of the Russian carrier authorized on representation in authorized federal executive body of offers on establishment, change and cancellation of international route of regular transportations on behalf of all carriers which signed the agreement on joint operation of such route (if one of the parties of the specified agreement is the Russian carrier);

4) the schedule with indication of day of the week (if flights are not performed daily), departure time and arrival of flights with indication of the name of the Russian or foreign carrier which carries out them, except for case if regular transportations are performed by the Russian carrier without involvement of foreign carrier or foreign carrier without involvement of the Russian carrier, names and the locations of stopping points on which landing and (or) disembarkation of passengers, with indication of names of carriers which do not perform landing and (or) disembarkation of passengers in this stopping point will be made;

5) rates for transportation of passengers and conveyance if international treaties of the Russian Federation in the field of the international automobile communication provide approval of such rates;

6) classes of vehicles, maximum quantity of vehicles of each of such classes and ecological characteristics of vehicles;
