1. This Federal Law determines bases of legal regulation of the relations in the field of economic and other activity which is followed by emissions of greenhouse gases and is performed in the territory of the Russian Federation, and also on the continental shelf, in exclusive economic zone of the Russian Federation, the Russian sector of the Caspian Sea.
2. The purpose of this Federal Law is creation of conditions for the sustainable and balanced development of economy of the Russian Federation in case of decrease in level of emissions of greenhouse gases.
3. The legislation of the Russian Federation in the field of emission limitation of greenhouse gases is based on provisions of the Constitution of the Russian Federation, international treaties of the Russian Federation and consists of this Federal Law and other regulatory legal acts of the Russian Federation accepted according to it.
For the purposes of this Federal Law the following basic concepts are used:
1) greenhouse gases - gaseous substances of natural or anthropogenous origin which absorb and pereizluchat infrared radiation;
2) the inventory of anthropogenic emissions from sources and absorption by absorbers of greenhouse gases (further - the greenhouse gas inventory) - the systematized code of the data containing the description of emissions of greenhouse gases and absorption of greenhouse gases based on official statistical information;
3) the regulated organizations - legal entities and individual entrepreneurs whose economic and other activity is followed by emissions of greenhouse gases which lot is determined according to article 7 of this Federal Law;
