About introduction of amendments to some laws of Ukraine of rather effective management of property of institutions of higher education of the state and utility pattern of ownership

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. In the Law of Ukraine "About the higher education" (Sheets of the Verkhovna Rada of Ukraine, 2014, No. 37-38, of Art. 2004; 2015, No. 31, Art. 294; 2020, No. 24, Art. 170):

In paragraph one of part one of Article 31 of the word" (merge, accession, separation, transformation)" to exclude 1);

Part the second articles 70 after paragraph one to add 2) with the new paragraph of the following content:

"Property of the state or utility institution of higher education, including that which has the status national which is not used for implementation of the types of activity provided by this Law and does not provide authorized activities, can be donated in the procedure established by the legislation to other public or utility institution of the higher professional prehigher, professional (professional) education, scientific institution or the scientific organization of the state pattern of ownership on condition of its further use only for implementation of the types of activity provided by special laws and/or the Law of Ukraine "About scientific and scientific and technical activities".

With respect thereto paragraphs two - to consider the sixth respectively paragraphs third - the seventh;

The paragraph third Item 4-1 of the Section XV "Final and transitional provisions" to exclude 3).

2. In the Law of Ukraine "About education" (Sheets of the Verkhovna Rada of Ukraine, 2017, No. 38-39, of Art. 380; 2019, No. 5, Art. 35):
