I order:

1. Approve enclosed:

1.1. Regulations on procedure for conducting licensed examination of private medical practice in the Kyrgyz Republic (appendix No. 1);

1.2. Regulations on certification of privately practicing health workers in the Kyrgyz Republic (appendix No. 2);

1.3. List of non-staff experts of department of licensing of Head department of the organization of medical care and licensing (appendix No. 3);

1.4. Structure of certifying commission under the Ministry of Health on certification of privately practicing health workers (appendix No. 4);

1.5. Structure of the appeal commission on certification of privately practicing health workers (appendix No. 5);

1.6. Specific requirements to objects of the licensee which are necessary for occupation private medical practice (appendix No. 6).

2. Consider invalid the order of the Ministry of Health No. 10 of 15.01.2003 "About licensing of private medical practice in the Kyrgyz Republic", the registration room in the Ministry of Justice of the KR No. 13-03 of 20.02.2003 and orders No. 11 of 12.01.2004 and No. 474 of 15.10.2004 "About enhancement of standards (requirements) of licensing of private medical practice and about certification of privately practicing health workers in the Kyrgyz Republic", No. 270 of 29.06.05 and No. 408 of 26.09.05. Regulations on procedure for conducting licensed examination of private medical practice in the Kyrgyz Republic

This Provision is developed according to the Law of the Kyrgyz Republic "About licensing", the Provision "About Licensing of Separate Types of Business Activity" approved by the order of the Government of the Kyrgyz Republic of 31.05.2001 No. 260 and determines procedure for licensing of private medical practice in the Kyrgyz Republic.

The license for implementation of private medical practice is granted by authorized state body - the Ministry of Health of the Kyrgyz Republic (further - the licensor).

I. Procedure for conducting licensed examination

1.1. Licensing of private medical activities establishes compliance of licensees to the licensed requirements determining the minimum level of resources (personnel, rooms, communications, set of the equipment, the tools) absolutely necessary for implementation of medical activities.

1.2. Legal entities and physical persons (applicant) for receipt of the license represent to department of licensing of Head department of the organization of medical care and licensing (ГУОМПиЛ) of the Ministry of Health of the Kyrgyz Republic necessary documents according to licensed requirements and conditions according to Item 7, of Chapter 21 of the Provision "About Licensing of Separate Types of Business Activity" approved by the order of the Government of the Kyrgyz Republic of 31.05.2001 No. 260.

1.3. The licensor determines reliability and compliance of the documents to requirements and conditions of implementation of the licensed activities established in regulating documents. 1.4. After submission of necessary documents according to the list the licensee issues application of the established sample.

1.5. After documents acceptance the structure of expert group and date of licensed examination is determined. The structure of expert group can include non-staff specialists from among the most qualified specialists of the treatment-and-prophylactic organizations, Kyrgosmedakademiya, КГМИПиПК, NTs and Research institutions.

1.6. Licensed expertize is carried out by means of bypass and survey of the territory and premises of medical institution or office, and also documentation according to licensed requirements, in the presence of the licensee. In work progress the expert group notes all elements of discrepancy to licensed requirements.
