About persons performing financial transactions

For the purpose of ensuring proper control of activities of operators of cellular mobile telecommunication and accomplishment of the international obligations on prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction:

1. Determine that operators of cellular mobile telecommunication are recognized persons performing financial transactions and shall observe requirements of the legislation on prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction imposed to them.

2. The Ministry of Communications and Informatization performs:

control of activities of operators of cellular mobile telecommunication regarding observance of the legislation on prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction by them;

other powers, the stipulated in Article 16 Laws of the Republic of Belarus of June 30, 2014 No. 165-Z "About measures for prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction".

3. Ceased to be valid according to the Presidential decree of the Republic of Belarus of 06.06.2025 No. 227

4. In three-months time to provide to Council of Ministers of the Republic of Belarus reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.

5. This Decree becomes effective in the following procedure:

Items 1-3 - in three months after official publication of this Decree;
