About the ministerial procedures performed concerning subjects of managing

For the purpose of streamlining of regulation of business and other economic activity, and also further enhancement of procedure of ministerial procedures I decide:

1. Determine that the principles of implementation of ministerial procedures concerning subjects of managing (legal entities and individual entrepreneurs) (further - ministerial procedures) are:

availability and priority of accounting of interests of subjects of managing;

inadmissibility of refusal in reception of an application of the subject of managing and implementation of ministerial procedure on the bases which are not provided by legal acts, resolutions of Council of Ministers of the Republic of Belarus and resolutions of Board of National Bank;

determination of the list of the documents and (or) data represented by the subject of managing for implementation of ministerial procedure, in case of inadmissibility of reclamation or can be requested from the interested person of the documents and (or) data which are not provided by legal acts, resolutions of Council of Ministers of the Republic of Belarus and regulations of ministerial procedures, and also documents and (or) data which are available for authorized body by it independently;

ensuring the greatest possible convenience of implementation of ministerial procedures, including by means of consolidation in service "one window";

the maximum use of information technologies in the course of implementation of ministerial procedures, including by their transfer in electronic form (further - digitalization of ministerial procedures);

proportionality of general administrative load of managing subjects to real-life requirements of regulation of business and other economic activity by means of implementation of ministerial procedures;

other principles established by legal acts.
