RESOLUTION OF THE CABINET OF MINISTERS OF THE KYRGYZ REPUBLIC

About modification of the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201

For the purpose of implementation of article 22-1 of the Law of the Kyrgyz Republic "About public health care", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201 the following changes:

- add Item 1 with the paragraph the twenty ninth the following content:

"-Health regulations and hygienic standard rates "Hygienic requirements to the natural, artificial and combined lighting of rooms of residential and public buildings" according to appendix 28.";

- 2, 4-6, 8-10, 13, 22 and 23 to the above-stated order of the Government of the Kyrgyz Republic to state changes in appendices in edition according to appendix 1 to this resolution;

- add with appendix 28 in edition according to appendix 2 to this resolution.

2. This resolution becomes effective after fifteen days from the date of official publication.

Appendix 1

Changes in appendices 2, 4-6, 8-10, 13, 22 and 23 to the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201

Bring in  the order of the Government of the Kyrgyz Republic "About approval of acts in the field of public health care" of April 11, 2016 No. 201 the following changes:

1) in appendix 2 to the above-stated resolution:

- in item 4:

recognize subitems 3-6 invalid;

- state subitems 10 and 11 in the following edition:

"10) natural lighting - lighting of rooms the sky light (direct or reflected) getting through light apertures in the outside protecting designs and also via light guides;

11) the coefficient of natural illumination (CNI) - the relation of the natural illumination created in settlement point of the set plane indoors by sky light (direct or after reflections), to at the same time measured value of the outside horizontal illumination created by light of completely open firmament, at the same time participation of direct sunlight in creation of this or that illumination is excluded;";

- in Item of the 6th figure "600 lx", "200-300 lx" to replace respectively with figures of "500-300 lx", "400 lx";

- in Item to replace 32 figures of "300 lx" with figures of "200 lx";

- state Item 35 in the following edition:

"35. Discomfort indicator in administrative public places - no more 40, in preschool and training rooms - no more than 14.";

- Items 33, of 34, of 36, 38 to recognize invalid;

2) in appendix 4 to the above-stated resolution:

- state Item 44 in the following edition:

"44. Levels of artificial illumination in rooms shall correspond to the hygienic parameters of illumination set according to requirements of "Health regulations and hygienic standard rates "Hygienic requirements to the natural, artificial and combined lighting of rooms of residential and public buildings.";

3) in appendix 5 to the above-stated resolution:

- state Item 135 in the following edition:

"135. Levels of artificial illumination in rooms shall correspond to the hygienic parameters of illumination set according to requirements of "Health regulations and hygienic standard rates "Hygienic requirements to the natural, artificial and combined lighting of rooms of residential and public buildings". Exclude table 6;

4) in appendix 6 to the above-stated resolution:

- add with Item 28-1 of the following content:

"28-1. For children with limited opportunities of health in movement the special devices providing their movement on entrances and in the building are provided: ramps with rubber covering and bias 1:6 for carriages, raznourovnevy handrail at height of 0,5 and 0,9 of m with barrier height of 1,8 of m or continuous grid, elevators or elevators, specially equipped sanitary and household rooms, entrances and corridors, single-level floors, sufficient on width, without thresholds. For blind and visually impaired ladders above and below, sites of hand-rail of the first and last steps are designated by corrugation and contrast paint.";

- add with Item 57-1 of the following content:

"124. Values of the natural, artificial and combined illumination are normalized depending on purpose of premises of the general education organizations and hygienic requirements to the natural, artificial and combined lighting of rooms of residential and public buildings are established according to requirements of "Health regulations and hygienic standard rates ".";

- state Items 133-135 in the following edition:

"133. In training rooms the system of general lighting is provided with ceiling lamps, glow lamps or luminescent and LED lamps on tsvetoizlucheniye range: white, warm-white, natural-white.

134. It is not allowed to use in one room for general lighting light sources of the different nature of radiation (luminescent, LED and glow lamps) and with different color temperature. - add with Item 136-1 of the following content:

"136-1. Replacement of glow lamps by new light sources (compact luminescent lamps, LEDs) in the operated lighting installations is allowed in case of observance of normative requirements to general artificial lighting according to Item of 124 presents of sanitary standards and rules.";

- add with Items 141-1 - 141-3 following of content:

"141-1. Emission of defective luminescent lamps in dustbins is forbidden. Defective luminescent lamps collect in container in the room, specially allocated, not available to students. Responsibility for storage of defective luminescent lamps is determined by the order of the head of object.

141-2. Training rooms of objects for students and pupils with sight violations (classes, offices, laboratories, workshops), and also equip reading rooms with the combined system of artificial lighting.

The total level of average illumination on workplaces from general and local lighting depending on type of visual pathology makes:

1) with high degree of the complicated short-sightedness and far-sightedness of high degree - 1000 luxury (further - lx);

2) with damage of retina and optic nerve (without photophobia) - 1000-1500 lx;

3) for suffering from photophobia - no more than 500 lx;

4) the level of average illumination from system of general artificial lighting shall not exceed 500 lx;

5) each workplace is equipped with lamps of local lighting by at least 400 lx.

141-3. Lamps have tough fixture to surface of table and the flexible bracket allowing to change tilt angle and height of light source.";

- state Item 289 in the following edition:

"289. Based on the created food allowance the menu including distribution of the list of dishes, culinary, flour, confectionery and bakery products on separate meals (breakfast, lunch, afternoon snack, dinner) is developed, being guided by recommended average daily set of food products, vitamins and mineral substances according to appendices 4 and 5 to these health regulations. Regulations of consumption of the main foodstuff for children of school age do not extend to the educational organizations of residential type.";

- add with Item 291-1 of the following content:

"291-1. Food shall satisfy physiological needs of children for the main feedstuffs and energies according to appendix 6 to these health regulations.";

- add with appendices 4-6 of the following content:

"Appendix 4

to Sanitary and epidemiologic rules and standard rates "Sanitary and epidemiologic requirements to conditions and the organization of training in the general education organizations"
