1. 2. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of compensation of part of costs of subjects of industrial and innovative activities for promotion of the domestic processed goods, works and services in the domestic market

Chapter 1. General provisions

1. These rules of compensation of part of costs of subjects of industrial and innovative activities for promotion of the domestic processed goods, works and services in the domestic market (further - Rules) are developed according to part two of Item 3 of article 268 of the Entrepreneurial code of the Republic of Kazakhstan and determine procedure for compensation of part of costs of subjects of industrial and innovative activities for promotion of the domestic processed goods, works and services in the domestic market.

2. Subjects of industrial and innovative activities, fifty and more percent of shares cannot use measures of the state support (shares in the authorized capital) which directly or indirectly belong to the state, national managing holding, national holding, the national company (except for social business corporation, domestic manufacturers of goods (products) of military and space appointment, goods (products) of dual purpose (application), and also the entrepreneurs founded within the agreement on public-private partnership).

3. The basic concepts used in these rules:

1) counter obligations - obligations assumed by the subjects of industrial and innovative activities receiving measures of the state support;

2) the applicant - the subject of industrial and innovative activities who submitted the application for cost recovery within these rules;

3) information system - the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

4) laboratory researches - complex of the transactions including carrying out testing, measurements, analyses, tests, the examinations performed in laboratories (centers) concerning the researched tests (samples);

5) marking - drawing conventional signs, letters, figures, graphical signs or texts on goods for the purpose of its further identification, specifying of its properties and characteristics with observance of the established requirements and authentic data about which (including data on the means of identification and (or) material carriers containing means of identification applied on them) contain in national component of information system of marking of goods;

6) the material carrier - the control (identification) sign or object from any materials which contains or does not contain elements (means) of protection against counterfeit and is intended for drawing, storage and transfer of means of identification;

7) operator - National institute of development in the field of development of local content;

8) product sample - unit of specific products used as the representative of these products to testing, control or assessment;

9) prototype - the product sample made on again developed worker of documentation for check by testing of compliance to its set technical requirements for the purpose of decision making about possibility of statement on production and/or proper uses;

10) approval like the vehicle - the document certifying compliance of the released vehicles carried to one type, requirements of the technical regulation of the Customs union 018/2011 "About safety of wheel vehicles", No. 877 approved by the Decision of the Eurasian economic commission of December 9, 2011 "About adoption of the technical regulation of the Customs union "About safety of wheel vehicles";

11) approval like the chassis - the document certifying compliance of the released chassis carried to one type, requirements of the technical regulation of the Customs union 018/2011 "About safety of wheel vehicles", No. 877 approved by the Decision of the Eurasian economic commission of December 9, 2011 "About adoption of the technical regulation of the Customs union "About safety of wheel vehicles";

12) confirmation of conformity - the procedure which the documentary certificate (in the form of the declaration of conformity, the certificate of conformity, approval like the vehicle, approval like the chassis) is result of object compliance to the requirements established by technical regulations, standards or to conditions of agreements;

13) means of identification - the unique sequence of symbols in machine-readable form presented in barcode type, or which is written down on radio-frequency tag, or provided with use of other means (technology) of automatic identification;
