1. The state secretary of the Kyrgyz Republic (further - the State secretary) is the official of the Kyrgyz Republic who is directly subordinated to the President of the Kyrgyz Republic.

The state secretary in the activities is guided by the Constitution and the laws of the Kyrgyz Republic, national programs approved by the President of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic, the conventional principles and rules of international law, and also the international treaties which became effective according to the legislation of the Kyrgyz Republic, and also this Provision.

The state secretary performs the activities in interaction with structural divisions of Administration of the President of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic, state bodies, and also with local government bodies of the Kyrgyz Republic, the international organizations, commercial and non-profit organizations irrespective of patterns of ownership, their officials.
