All territory Semipalatinsk and districts of the Pavlodar, East Kazakhstan and Karaganda regions, adjacent to polygon, are recognized as zone of ecological catastrophe.

Liquidation of these effects requires implementation of package of measures for treatment, improvement, rehabilitation, social protection of the population and to social and economic development of the territory.

Chapter 1. General provisions

Article 1. Purposes and tasks of the Law

This Law is recognized to provide social protection of the citizens who were injured owing to long nuclear testing on the Semipalatinsk test nuclear test site.

The law establishes the status of citizens and classification of the territories which were affected by impact of long-term nuclear explosions, determines the list of compensations, privileges and actions for social and economic development of the territory.

Article 2. The rights of citizens to compensation of the damage caused to their health and property

The categories of citizens listed in article 10 of this Law have the right to compensation of the damage caused to their health and property in the sizes determined by Articles 12, of 13, of 14, 15 these Laws.
