About enhancement of procedure for financing of state-financed organizations

For the purpose of deepening of economic reforms in the industries financed by the Government budget of the Republic of Uzbekistan, enhancement of funding mechanism for state-financed organizations, effective and address use of budgetary funds the Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of Finance of the Republic of Uzbekistan on introduction since January 1, 2000 of new procedure for the financing of expenses of state-financed organizations providing:

expansion of independence and increase in responsibility of heads of state-financed organizations for economical, effective and address use of budgetary funds and strengthening of budget and estimate and regular discipline;

simplification of funding mechanism for state-financed organizations and creation of conditions for maneuvering by the available means for the purpose of achievement of the maximum effectiveness from their use;

creation of conditions for work incentives of employees of state-financed organizations, increases in effectiveness of their activities and fixing of personnel.

2. Approve the Procedure for financing (payment) for expenses of state-financed organizations according to appendix.

3. Recognize reasonable to expand sources of financing of the state-financed organizations having the status of the legal entity due to receipt of additional incomes from:

productions and sales of goods (works, services) in activities profile;

provisions by state-financed organizations in lease to third parties of temporarily not used rooms and other state-owned property;

the sponsor's (non-paid) help to state-financed organizations given by legal entities and physical persons.
