1. Financing of the organizations consisting on the republican budget of the Republic of Uzbekistan, the Republic of Karakalpakstan, and also local budgets (further the organizations) is made according to the expense budgets approved for these organizations.
2. Each organization consisting on the republican budget of the Republic of Uzbekistan, the Republic of Karakalpakstan, the regional, district, city budget and irrespective of whether she keeps account independently or it is serviced by centralized accounts department, shall have the approved expense budget.
3. The expense budget is the main planned document determining amount, the target direction and quarterly distribution of the means provided from the budget for content of the organizations and for implementation of centralized actions for economic and cultural construction.
4. State-financed organizations based on the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of September 3, 1999 of N414 "About Enhancement of Procedure for Financing of State-financed Organizations" and standard rates of budget financing approved by the Ministry of Finance of the Republic of Uzbekistan are independently developed and approve estimates, and also staff lists on the basis of the approved standard states.
5. Expenditure of budgetary funds without the approved estimate, and also on the actions which are not provided by the estimate or in the amounts exceeding estimate appointments as in general according to the estimate, and on separate expense types, it is forbidden.
