About modification and amendments in some Resolutions of Central Election Commission of the Republic of Kazakhstan

According to the subitem 1) of article 12 of the Constitutional law of the Republic of Kazakhstan "About elections in the Republic of Kazakhstan" the Central Election Commission of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed list of resolutions of Central Election Commission of the Republic of Kazakhstan to which changes and amendment are made.

2. To provide to department of the organization of the electoral process of the office of Central Election Commission of the Republic of Kazakhstan state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan.

3. This resolution becomes effective from the date of its first official publication.

The list of Resolutions of Central Election Commission of the Republic of Kazakhstan to which changes and amendment are made

1. In the resolution of Central Election Commission of the Republic of Kazakhstan of August 7, 1999 No. 19/222 "About approval of Rules of opening of the special provisional account and expenditure of means of the election fund" (it is registered in the Register of state registration of regulatory legal acts No. 870):

In Rules of opening of the special provisional account and expenditure of the means of the election fund approved by the specified resolution:

"1. These rules of opening of the special provisional account and expenditure of means of the election fund are developed according to Item 6 of article 34 of the Constitutional law "About Elections in the Republic of Kazakhstan" (further - Rules) and regulate procedure for opening of the special provisional account and expenditure of means of the election fund of candidates for president, deputies of the Senate of Parliament, deputies of the Majilis of Parliament and the maslikhats pushed according to party lists.";

2) regional, the cities of republican value and the capital the electoral commissions - about the candidate (candidates) for deputies of the Senate of Parliament of the Republic of Kazakhstan;

3) the corresponding territorial selective of the commissions - about the list of the political parties which pushed party lists in case of elections of deputies of maslikhats.";

1) on performances in any registered mass media;

2) on the organization and holding public pre-election actions (pre-election meetings and meetings with voters, public election debates and discussions, meetings, processions, demonstrations and other pre-election actions), personal meetings of candidates for president of the Republic of Kazakhstan, deputies of the Senate of Parliament, maslikhats and their authorized representatives, the candidates included in party lists, authorized representatives of the political parties which pushed party lists with voters;

3) on release and (or) distribution of printed, audiovisual and other propaganda materials;

4) on fee of legal entities and physical persons on the organization of propaganda work;

5) on covering of transportation and traveling expenses of candidates for president of the Republic of Kazakhstan, deputies of the Senate of Parliament and their authorized representatives, candidates included in party lists, authorized representatives of the political parties which pushed party lists connected with election propaganda;

6) on production for free distribution of printing, including illustrative materials, and also the badges, flags, tags and other signs and symbols which are specially made for the election campaign.";

"21. The target expenditure of means of the election funds is provided by the candidate for president of the Republic of Kazakhstan, deputies of the Senate of Parliament, the political party which pushed the party list.";

In the register of expenses registers: receipt date of money for the account, date of money withdrawal in bank of the second level, the amount, purpose of payment according to each payment document.";

in case of election of the president of the Republic of Kazakhstan, deputies of the Majilis of Parliament of the Republic of Kazakhstan according to party lists - Central Election Commission;

in case of elections of deputies of the Senate of Parliament of the Republic of Kazakhstan - regional (the cities of republican value and the capital) the electoral commissions;

in case of elections of deputies of maslikhats - territorial election commissions.";
