This Law is directed to creation of legal, organizational, economic and social basis of functioning and development of system of general secondary education in the Republic of Belarus, necessary conditions for formation and development of the personality, realization of the right of everyone to receipt of general secondary education.

Chapter 1. Basic provisions

Article 1. Main terms and their determinations

1. In this Law the following main terms and their determinations are used:

1.1. general secondary education - the level of the main education reached during consecutive and purposeful training process and education, which is providing spiritual and physical development of the personality, training of the younger generation for full-fledged life in society, education of the citizen of the Republic of Belarus, mastering the pupil fundamentals of sciences, state languages of the Republic of Belarus, skills of mental and manual labor, forming of moral beliefs, cultures of behavior, esthetic taste and healthy lifestyle, readiness for the independent vital choice, the beginning of labor activity and to continuation of education, including the level of general basic education and coming to the end with final assessment and issue of the document on general secondary education of the established sample;

1.2. general basic education - the level of the main education reached during consecutive and purposeful training process and education, which is providing mastering the pupil fundamentals of sciences, skills of mental and manual labor, social experience, moral standards and rules of conduct, forming of readiness for professional self-determination and continuation of education, including step of general primary education and coming to the end with final assessment and issue of the document on general basic education of the established sample;

1.3. educational institutions - the organizations providing general primary, general basic, general secondary education including educational and pedagogical complexes which main function are training and education on the steps of general secondary education;

1.4. educational and pedagogical complex - the educational institution providing training and education at levels of preschool and general secondary education or at levels of general average and secondary vocational education within one organization of education;

1.5. basic level of studying of subject - content of education on subject, obligatory for assimilation by all pupils (general education minimum);

1.6. the increased level of studying of subject - the content of education on subject including basic level of studying of subject with deepening of its content;

Article 2. Legislation of the Republic of Belarus on general secondary education

1. The legislation of the Republic of Belarus on general secondary education is based on the Constitution of the Republic of Belarus and consists of the Law of the Republic of Belarus of October 29, 1991 "About education" (Vedamasts? Vyarkho¸naga of Council Respubl? to? Belarus, 1991, No. 33, Art. 598; National register of legal acts of the Republic of Belarus, 2002, No. 37, 2/844), this Law and other acts of the legislation.

2. If the become effective international treaty of the Republic of Belarus establishes other rules, than those which contain in this Law are applied rules of the international treaty.

Article 3. State policy in the field of general secondary education

1. State policy in the field of general secondary education is directed on:

1.1. providing rights of citizens to availability and free of charge general secondary education;

1.2. generality and obligation of general basic education;

1.3. implementation of transition to compulsory general secondary education;

1.4. creation of necessary conditions for effective functioning and development of system of general secondary education;

1.5. determination of content of general secondary education on the basis of priority of national and universal values, needs of the personality, society and the state;

1.6. quality assurance of general basic, general secondary education;

1.7. ensuring succession and continuity of steps of general secondary education;

1.8. ensuring succession of preschool education with general secondary education and general secondary education with professional, secondary vocational and higher education;

1.9. ensuring humanistic nature of training and education, protection of the rights of children.

2. Organizational basis of implementation of state policy in the field of general secondary education are the development programs of general secondary education approved by the Government of the Republic of Belarus at least once in ten years.

Article 4. Right to general secondary education

1. The right to general secondary education is provided:

1.1. creation of network of the public educational institutions and the necessary number of student places in them;

1.2. the organization of accounting of the children who are subject to training at the level of general secondary education;

1.3. creation for citizens of equal opportunities on receipt of general basic and general secondary education;

1.4. creation of conditions for receipt of general basic and general secondary education taking into account national traditions, individual requirements, capabilities and requests of pupils;

1.5. creation of conditions for receipt of general secondary education on the basis of general basic education in the organizations providing professional, secondary vocational and higher education and also in cases and procedure, stipulated by the legislation the Republic of Belarus, general basic education in the organizations providing vocational training;

1.6. use of different forms of receipt of general basic and general secondary education;

1.7. creation of special conditions for receipt of general basic and general secondary education by persons with features of psychophysical development;

1.8. creation of different types of educational institutions;

1.9. excluded

1.10. the state support of the needy citizens having the children studying in educational institutions, according to the procedure, stipulated by the legislation the Republic of Belarus.

2. The right to general secondary education at the expense of means republican and (or) local budgets can be realized in the public educational institutions, and also in the public institutions providing professional, secondary vocational and higher education, according to the procedure and on conditions stipulated by the legislation the Republic of Belarus.
