About measures for provision of financial independence to the public highest educational institutions

For the purpose of increase in efficiency of the reforms performed in system of the higher education, ensuring financial stability of the public highest educational institutions, expansions of possibility of the independent solution of questions of strengthening of material and technical resources, attraction of financial resources in research activities, and also developments of competitive environment between the highest educational institutions:

1. Approve the List of the public highest educational institutions to which financial independence, according to appendix No. 1 is provided.

2. Provide since January 1, 2022 to the public highest educational institutions to which financial independence is conferred, power independently to make decisions on the following questions:

cost determinations of training at paid and contractual basis taking into account the requirement in education market;

establishments and prolongation of payment due dates of the paid contract by students;

attraction on contractual basis of the domestic and foreign professors-teachers and specialists capable to apply modern pedagogical technologies in educational process and to carry out scientific researches;

establishments, proceeding from market conditions, the amount of compensation of the foreign highly qualified specialists involved to educational and scientific processes;

developments of standard rates of introduction of established posts of professors-teachers;

allocations of grants and grants for students at the expense of own means;

direct procurement of educational and scientific literature, textbooks and education guidances from the foreign states at producers, the having copyright;

determinations of procedure for rendering paid services in the empty buildings and constructions;

determinations of annual limit of run of vehicles and requirements to their servicing.
