1. Approve the Instruction about procedure for opening and functioning of stamp and engraving workshops, production, accounting, storages and destructions of seals and stamps it (is applied).

2. To chiefs of head department of protection of law and order and prevention of militia of public safety of the Ministry of Internal Affairs of the Republic of Belarus, Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees, the Departments of Internal Affairs on transport of the Ministry of Internal Affairs of the Republic of Belarus, managements, Departments of Internal Affairs of city, district executive committees (local administrations), departments, departments, linear Items of internal affairs on transport:

2.1. provide studying of the Instruction about procedure for opening and functioning of stamp and engraving workshops, production, accounting, storage, destruction of seals and stamps with staff of militia of public safety, criminal militia and acceptance from them in a month offsettings;

2.2. take measures for ensuring control of opening and functioning of stamp and engraving workshops, safety of the equipment, production, accounting, storage and destruction of seals.

3. To finance department and the back of the Ministry of Internal Affairs of the Republic of Belarus to provide centralized production to law-enforcement bodies of necessary number of forms according to appendices to the Instruction about procedure for opening and functioning of stamp and engraving workshops, production, accounting, storage and destruction of seals and stamps.

4. Not apply the order of the Ministry of Internal Affairs of the Union of Soviet Socialist Republics of February 13, 1978 No. 34 "About approval of the Instruction about procedure for opening of the stamp and engraving companies (workshops), production of seals and stamps".

5. To assign the organization of control over the implementation of this resolution to head department of protection of law and order and prevention of militia of public safety of the Ministry of Internal Affairs of the Republic of Belarus.

Chapter 1. General provisions

1. The instruction about procedure for opening and functioning of stamp and engraving workshops, production, accounting, storage and destruction of seals and stamps (further - the Instruction) is developed according to the Law of the Republic of Belarus of July 17, 2007 "About law-enforcement bodies of the Republic of Belarus".

2. The instruction determines procedure for opening and functioning of stamp and engraving workshops (further - the company), production, accounting, storage and destruction of seals and stamps *).

3. According to the legislation the Ministry of Internal Affairs of the Republic of Belarus, Main Department of Internal Affairs of the Minsk city executive committee, the Department of Internal Affairs of regional executive committees, managements, Departments of Internal Affairs of city, district executive committees (local administrations) within the competence when implementing of the functions assigned to them on control of opening, functioning of the companies, production, accounting, storage, destruction of seals and stamps have the right:

3.1. issue and extend the validity of licenses for the right of implementation of activities for safety of legal entities and physical persons, the constituting work and service - production of seals and stamps (further if it is not stipulated especially - licenses), and also permissions to opening and functioning of the companies, production of seals, receipts on destruction;

3.2. exercise control of functioning of the companies, ensuring safety of the equipment, production, accounting, storage and destruction of seals and stamps;

3.3. demand from officials of the companies of provision of the relevant documents, the written or oral information necessary for accomplishment of control functions;

3.4. give to officials obligatory written instructions about elimination of abuses of regulations of functioning of the companies, storages and uses of the stamp and engraving equipment;

3.5. cancel the granted licenses, permissions, to stop activities of the companies, to withdraw, seal the equipment for violation of requirements of the Instruction;

3.6. withdraw the seals and stamps made with violations of the requirements of established procedure specified in Chapters 7, 9 Instructions;

3.7. demand discharge from work of persons which are systematically violating requirements of the Instruction;

3.8. take other measures, stipulated by the legislation.

4. Employees of the company bear responsibility according to the legislation for violation of requirements of the Instruction.

Chapter 2. Procedure for issue of permissions to the right of opening and functioning of the company, collection point and issue of orders

5. Issue of permission to opening and functioning of the company is made by Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees in the location of the company for form according to appendix 1.

6. For receipt (prolongation of effective period) of permission the following documents are submitted:

6.1. the statement signed by the head of the legal entity for issue of permission with the short description of the conditions provided by subitems 6.3-6.5 of the Instruction;
