For the purpose of improvement of quality and efficiency of rule-making activities of the Cabinet of Ministers of the Kyrgyz Republic, implementation of scientific approaches in rule-making processes, according to Articles 17, "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides 22 constitutional Laws of the Kyrgyz Republic:

1. Form Institute of rule-making and supremacy of law under the Ministry of Justice of the Kyrgyz Republic.

2. Approve Regulations on Institute of rule-making and supremacy of law under the Ministry of Justice of the Kyrgyz Republic according to appendix 1.

3. Determine that the Ministry of Justice of the Kyrgyz Republic:

1) performs methodical management of activities of legal services of state bodies of the executive authority;

2) develops the documents regulating order of interaction between legal services of state bodies and the Ministry of Justice of the Kyrgyz Republic and also single rules (standards) of enhancement of rule-making activities.

4. It is strict to legal services of state bodies of the executive authority to be guided by the documents determined in the subitem 2 of Item 3 of this resolution.
