1. Bring in the order of the Government of the Republic of Kazakhstan of July 12, 2019 No. 501 "About measures for implementation of the Presidential decree of the Republic of Kazakhstan of June 17, 2019 No. 24 "About measures for further enhancement of system of public administration of the Republic of Kazakhstan" the following change:

To be reworded as follows the regulations on the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan approved by the specified resolution according to appendix to this resolution.

2. This resolution becomes effective from the date of its signing, except for the subitem 61) of Item 15 of appendix to this resolution which becomes effective since January 1, 2022, and the subitem 282) of Item 15 of appendix to this resolution which becomes effective since January 1, 2023.

Regulations on the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan

Chapter 1. General provisions

1. The ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further – the Ministry) is the state body of the Republic of Kazakhstan performing management in spheres of the aerospace and electronic industry in the field of innovative activities, scientific and technical development of the country, geodesy and cartography, ensuring information security in the field of informatization, in the field of personal data and their protection, management in the field of communication, informatization, "the electronic government", development of state policy in the field of rendering the state services (further – regulated spheres).

2. The ministry has departments:

1) republican public institution "Space committee";

2) republican public institution "Committee on information security";

3) republican public institution "Committee of telecommunications";

4) republican public institution "Committee of geodesy and cartography";

5) republican public institution "Committee of the state services".

3. The ministry performs the activities according to the Constitution and the laws of the Republic of Kazakhstan, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

4. The ministry is legal entity in form of business of public institution, has seals with the image of the State Emblem of the Republic of Kazakhstan and stamps with the name in the Kazakh and Russian languages, forms of the established sample, accounts in bodies of treasury according to the legislation of the Republic of Kazakhstan.

5. The ministry enters the civil relations from own name.

6. The ministry has the right to act as the party of the civil relations on behalf of the state if it is authorized on it according to the legislation of the Republic of Kazakhstan.

7. The ministry of questions of the competence of the procedure established by the legislation makes the decisions which are drawn up by orders of the head of the Ministry.

8. The structure and limit of the number of staff of the Ministry affirm according to the current legislation of the Republic of Kazakhstan.

Chapter 2. Tasks and powers of state body

13. Tasks:

1) forming and carrying out effective state policy in regulated spheres, and also development of the competitive aerospace industry and ensuring information security in the field of informatization, realization of state policy in the field of personal data and their protection, forming and ensuring development of information and communication infrastructure, industry of geodesy and cartography, in the field of the state support of innovative activities, development of local content in the field of innovative activities, scientific and technical development of the country, effective functioning of the market of communication services;

2) implementation of management and cross-industry coordination of state bodies in the field of the activities referred to competence of the Ministry;

3) public administration and the state control in regulated spheres;

4) providing, within the competence, control of compliance with law of the Republic of Kazakhstan;

5) forming and development of space industry of the Republic of Kazakhstan;

6) creation of conditions for market grouping of space technologies and services;

7) creation legislative and the contractual legal base of space activities in the Republic of Kazakhstan;

8) coordination of works within the competence on lease of the Baikonur complex by the Russian Federation;

9) coordination in the field of mail and communication, and also regulation of activities in the field of mail in the territory of the Republic of Kazakhstan and the activities of persons providing services in the field of communication or using them;

10) implementation of management and cross-industry coordination in the field of informatization and "the electronic government";

11) ensuring realization of state policy in the field of rendering the state services within the competence;

12) forming implementation, development and providing communications infrastructure of the Republic of Kazakhstan;

13) international cooperation in regulated spheres within the competence according to the legislation of the Republic of Kazakhstan;

14) forming of state policy in spheres of information and communication technologies, communication and rendering the state services;

15) implementation of management of the corresponding industry (sphere) of public administration;

16) forming of state policy in the field of geodesy and cartography;

17) planning, monitoring, stimulation, development of innovative system;

18) participation in realization of state policy in the field of personal data and their protection;

19) participation in forming and realization of state policy in the field of the state support of innovative activities;

20) implementation of state policy in the field of communication for effective functioning of the market of communication services;
