About modification and amendments in some resolutions of Board of National Bank of the Republic of Kazakhstan concerning collection of administrative data and submission of the reporting

1. Approve the List of some resolutions of Board of National Bank of the Republic of Kazakhstan to which changes and additions concerning collection of administrative data and submission of the reporting, according to appendix to this resolution are made.

2. To department of statistics of the financial market (Buranbayeva A. M.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) together with Legal department (Kasenov A. S.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this resolution submission to Legal department of data on execution of the action provided by the subitem 2) of this Item.

3. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Baymagambetov A. M.

4. This resolution becomes effective after ten calendar days after day of its first official publication.

The list of some resolutions of Board of National Bank of the Republic of Kazakhstan to which changes and additions concerning collection of administrative data and submission of the reporting are made

1. Bring in the resolution of Board of National Bank of the Republic of Kazakhstan of June 29, 2018 No. 139 "About approval of the Instruction for representation of the second level by banks, Development bank of Kazakhstan, branches of nonresident banks of the Republic of Kazakhstan, branches of the insurance (reinsurance) nonresident organizations of the Republic of Kazakhstan and the mortgage organizations in National Bank of the Republic of Kazakhstan of data for forming of the overview of the financial sector" (it is registered in the Register of state registration of regulatory legal acts at No. 17274) the following changes and amendments:

in the Instruction for representation of the second level by banks, Development bank of Kazakhstan, branches of nonresident banks of the Republic of Kazakhstan, branches of the insurance (reinsurance) nonresident organizations of the Republic of Kazakhstan and the mortgage organizations in National Bank of the Republic of Kazakhstan of data for forming of the overview of the financial sector approved by the specified resolution:

state Item 6 in the following edition:

"6. For forming of the overview of the financial sector the following data are constituted:

data on remaining balance on balance and off-balance sheet accounts in form according to appendix 1 to the Instruction;

data on remaining balance on balance sheet accounts on transactions with branches and representative offices of the foreign companies in form according to appendix 2 to the Instruction;

data on changes in financial assets and liabilities in form according to appendix 3 to the Instruction;

data on requirements and obligations by sectors of economy in form according to appendix 4 to the Instruction.";

8, 9 and 10 to state Items in the following edition:

"8. Data on remaining balance on balance and off-balance sheet accounts according to appendix 1 to the Instruction, data on remaining balance on balance sheet accounts on transactions with branches and representative offices of the foreign companies according to appendix 2 to the Instruction and data on changes in financial assets and liabilities according to appendix 3 to the Instruction are constituted based on the Standard chart of accounts of financial accounting in banks of the second level, the mortgage organizations, Development Bank of Kazakhstan joint-stock company and branches of nonresident banks of the Republic of Kazakhstan approved by the resolution of Board of National Bank of the Republic of Kazakhstan of January 31, 2011 No. 3, registered in the Register of state registration of regulatory legal acts at No. 6793, of the account of paragraphs 1, 2 and 3 Chapters 2 of which disaggregated on signs of residence, the sector of economy and group of currencies.

Banks of the second level, Development bank of Kazakhstan, branches of nonresident banks of the Republic of Kazakhstan, branches of the insurance (reinsurance) nonresident organizations of the Republic of Kazakhstan and the mortgage organizations represent data in electronic form by means of the information system "Web Portal of National Bank of the Republic of Kazakhstan".

24. Data on remaining balance on balance and off-balance sheet accounts in form according to appendix 1 to the Instruction are represented monthly as of the last working day of month:

1) Development bank of Kazakhstan – no later than 7 (seven) working days following behind the last day of month under report;

2) the mortgage organizations – no later than 10 (ten) working days following behind the last day of month under report.

The additional report for the last working day of year (taking into account final turnovers on intra banking activities) is submitted Development bank of Kazakhstan and the mortgage organizations no later than January thirty first of the year following complete financial year.

25. Data on remaining balance on balance sheet accounts on transactions with branches and representative offices of the foreign companies in form according to appendix 2 to the Instruction are represented monthly as of the last working day of month by banks of the second level, Development bank of Kazakhstan and branches of nonresident banks of the Republic of Kazakhstan no later than 7 (seven) working days following behind the last day of month under report.

2. Branches of nonresident banks of the Republic of Kazakhstan represent in electronic format to National Bank of the Republic of Kazakhstan:

1) the report provided by the subitem 2) of Item 1 of this resolution – daily, no later than three working days following behind reporting day, except for:

reports for the first, second and last working days of month which are represented no later than four working days following behind reporting day;

2) the reports provided by subitems 3), 4) and 5) of Item 1 of this resolution – monthly, no later than the seventh working day of the month following month under report;

3) the reports provided by subitems 6) and 7) of Item 1 of this resolution – monthly, no later than the eleventh working day of the month following month under report;

4) the report provided by the subitem 8) of Item 1 of this resolution – monthly, no later than the tenth working day of the month following month under report;

5) the report provided by the subitem 9) of Item 1 of this resolution – monthly, no later than the eighth working day of the month following month under report;

6) the report provided by the subitem 10) of Item 1 of this resolution – monthly, no later than the fifteenth following month under report;

8) the report provided by the subitem 12) of Item 1 of this resolution – quarterly, no later than the thirtieth following reporting quarter;
